Minutes of a Special City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Tuesday, April 26, 2016.

Mayor Neitzel called the Special City Council Meeting to order at 7:09 p.m.  There were seven Aldermen present (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Tibbs and Alderman Welch) and one absent (Alderman Parrott,). Also present were Street Superintendent Mr. Landers, Deputy Police Chief Vlahovich, Fire Chief Miller and Building and Safety Officer Mr. Lebegue.  Also present were Mayor Neitzel, City Treasurer Mr. Conzo, City Administrator Mr. Johnson, City Attorney Blinn Bates, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

Public Participation:

There was no Public Participation. 

Ordinances and Resolutions:

Resolution #2016-319 for budget FY 2016-2017

Alderman Tibbs approve Resolution #2016-319 for Budget FY 2016-2017 and Alderman Horn seconded it. 

City Administrator Mr. Johnson gave some highlights of the budget: the property taxes were not increased for the new fiscal year, funding outstanding debt, achieving strategic planning goals, and continuing capital project.  Alderman Mourning thanked Mayor Neitzel, City Administrator Mr. Johnson and the Department Heads for their work in the budget.  Mayor Neitzel thanked City Treasurer, City Administrator Mr. Johnson, and City Clerk Mrs. Gehlbach.

Mrs. Gehlbach called the roll call. There were seven ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Tibbs and Alderman Welch) and one absent (Alderman Parrott).

New Business/Communications:

There was no new Business/Communications to come before the City Council. 

Possible Executive Session:

There was no Executive Session.

Alderman Tibbs moved to adjourn the meeting and Alderman Hoinacki seconded it.   There were seven ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Tibbs and Alderman Welch) and one absent (Alderman Parrott).

The City Council Meeting was adjourned at 7:35 p.m.
