Council Minutes

Minutes of the City of Lincoln City Council Committee of the Whole Meeting held in the Council Chambers on Tuesday, June 14, 2016. 

Mayor Neitzel called the regular City Council Committee of the Whole Meeting to order at 7:00 p.m.  There were eight Aldermen present (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch) and none absent. Also present were Fire Chief Miller, Street Superintendent Mr. Landers, Safety and Building Officer Mr. Lebegue, American Water Manager Mr. Ferguson, and Police Chief Adams.  Also present were Mayor Neitzel, City Treasurer Mr. Conzo, City Administrator Mr. Johnson, City Attorney Mr. Blinn Bates, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

Mayor Neitzel asked to have a moment of silence for people killed in Orlando, Florida.  Mayor Neitzel led the Pledge of Allegiance.

Public Participation:

There was no Public Participation. 

Lincoln Park District – Hold Harmless Agreement:

City Administrator Mr. Johnson said this Agreement is for the Park District mowing the City of Lincoln Parks and have also done some of the City right of ways.  The City of Lincoln Street Department is now mowing Wyatt Avenue.  There has never been an agreement between the Park District and the City of Lincoln.  Everyone agreed to place this on the Agenda for Monday, June 20, 2016.

Financing of Replacement Police Department Fleet Vehicles:

Police Chief Adams said at budget time they talked about getting 2.5% financing for the new cars.  Deputy Chief Vhalovich went out checking on financing and got 2% financing through Illini Bank.  Alderman Hoefle and Alderman Tibbs commended them for their work on keeping the cost down.  Alderman Hoinacki asked to have this on the Agenda for Monday, June 20, 2016.

Third Friday May 26 Revenue/Expense Report:

City Administrator Mr. Johnson said this report was as of June 6, 2016.  The City of Lincoln brought in about $5,025.00 and $1,926.00 in expenses.  There are people who have committed but their funding has not been received by the City of Lincoln. 

City Administrator Mr. Johnson said they will have Fat Boy’s BBQ.  Star Wars the Force Awakens movie will be showing during the evening. Schwans will have ice cream for $1.00.  There will be three bands.  Alley-Bi Saloon and Spirited Republic will also be present.  Volunteers are welcome to come out and assist. 

Other Discussion:

Alderman Bauer said Logan County Relay for Life is being held this weekend at Lincoln College at the new Gym parking lot on Saturday, June 18, 2016 from noon to midnight. 

Alderman Tibbs said the ITEP grant for the streetscape and felt there should be discussion about a bicycle path for downtown (she did not feel that a bike path through downtown Lincoln would be acceptable).  The businesses have been approached about the new streetscape.  City Administrator Mr. Johnson said what Alderman Tibbs is talking about are actually conceptual plans and once they receive the design plans they will bring those before the City Council to review and discuss. 

Alderman Hoefle said today was Flag Day and the flags are flying proudly at Pekin Street Veterans Park. 

Alderman Hoefle said a new walking track behind the Oasis will be breaking ground at 10:00 a.m. on Thursday, June 16, 2016.

Alderman Horn wanted to know about the bicycle trails.  There has not been a Regional Planning Commission meeting for two months.

There was no Executive Session held.

Council: Monday, June 20, 2016 – 7:00 p.m.     

Committee of Whole:     Tuesday, June 28, 2016 – 7:00 p.m.

Alderman Tibbs made a motion to adjourn the meeting and Alderman Horn seconded it.  There were eight ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays, and none absent; motion carried.

The City of Lincoln Committee of the Whole Meeting adjourned at 7:26 p.m.
