Council Minutes

Minutes of the City of Lincoln City Council Committee of the Whole Meeting held in the Council Chambers on Tuesday, August 9, 2016. 

Mayor Neitzel called the regular City Council Committee of the Whole Meeting to order at 7:00 p.m.  There were seven Aldermen present (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Tibbs and Alderman Welch) and one absent (Alderman Parrott). Also present were Fire Chief Miller, Street Superintendent Mr. Landers, American Water Manager Mr. Ferguson, and Police Chief Adams.  Also present were Mayor Neitzel, City Treasurer Mr. Conzo, City Attorney Mr. Blinn Bates, City Administrator Mr. Johnson, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

Mayor Neitzel led the Pledge of Allegiance.

Public Participation:

Mrs. Wanda Rohlfs was present to discuss the industrial revenue bonds.  She asked about the statutes regarding language for a nursing home. She wanted to know if more employment would be a part of the new St. Clara’s Manor. 

Mayor Neitzel said the City will not have an obligation to repay the bond.

Request to Permit – ABATE Motorcycle Show at the Mill:

Mr. Geoff Ladd was present to inform the City Council that this would be held from 11:00 a.m. to 3:00 p.m. (road closure will be on Saturday, September 17, 2016 and this would be included with the Railsplitter Festival). 

Alderman Bauer asked to have it on the agenda for August 15, 2016.  

Alderman Mourning asked how the updated restrooms were coming along.  Mr. Ladd said this is in the hands of the National Park Service.  Alderman Welch asked if there was a way to keep the signage the same.  Mr. Ladd said they could do brown signage.  Street Superintendent Mr. Landers said he has a vendor that he already works with. 

Issuance of Industrial Bonds – St. Clara’s Manor:

Mr. Sam Witsman of Hart, Southworth & Witsman from Springfield, Illinois was the bond counsel for St. Clara’s.  They have also done work for Lincoln Christian University.  There is no obligation by the City of Lincoln.  The City is only obligated to repay the bonds through the revenues and receipts from St. Clara’s.  This project will provide new jobs or preserve jobs.  This is a $22M construction job.  These are privately held bonds and will be audited. St. Clara’s is working directly with State Bank of Lincoln.  There will be 2 years of interest only and at the most 27 years to pay.  There will be a mortgage which will be directly through State Bank of Lincoln.  There is indemnification language in the document.  There will be a hearing on August 15, 2016 at 6:45 p.m.  A bond Resolution will need to be approved at the voting meeting on August 15, 2016. 

Mr. Steve Aughenbaugh said State Bank of Lincoln will be partnered in the loan with Heartland Bank and Trust in Bloomington, Illinois. Heartland Bank and Trust is taking the lead on this project.  The check will be written by Heartland Bank and there will only be one check written. 

City Administrator Mr. Johnson said the City is still looking at doing bonds at the end of this year.

This will be placed on the Agenda.

2016 Oil and Chip Street Resurfacing Bid Award:

City Administer Mr. Johnson said there was only one bid.  The bid was by Beniach Construction Company from Tuscola, Illinois.  The bid was $24,331.58 below what the figure is.  Alderman Hoefle was all for this.

This will be placed on the Agenda for Monday, August 15, 2016.

State Street Bridge Replacement Construction Engineering:

City Administrator Mr. Johnson said a bid was awarded to Freesen for the replacement of the State Street Bridge.  Farnsworth Group has provided the City with an estimate not to exceed $22,900.00. 

This will be placed on the on the agenda for Monday, August 15, 2016.

Other Discussion:

Mayor Neitzel said the Junior Class needs to use the Hamilton Street garage to make their homecoming float.  This will be placed on the Consent Agenda. 

Alderman Welch said with the road closure on Keokuk the traffic is going on Tremont and there is not much room to travel through.  Alderman Tibbs said she asked Street Superintendent Mr. Landers to put more speed limit signs up. 

Alderman Tibbs felt that the street markings should be taken care of. 

Alderman Mourning said the Keokuk closure made people come downtown. 

Alderman Tibbs said there was a problem with being able to listen to our meeting.  There was music instead of the meeting being broadcast. She said there is money in the budget and this needs to be done.  Alderman Welch said he felt that it was time to start looking at a new sound system.  Alderman Tibbs said that it was time to get a new sound system and wanted it on the agenda.  City Administrator Mr. Johnson said it was already in the works. Mayor Neitzel wanted a team of Alderman Welch, Fire Chief Miller and Police Chief Adams to assist with the process.  This will be placed on the agenda for Monday, August 15, 2016

There was no Executive Session held.

Committee of Whole:     Tuesday, August 23, 2016 – 7:00 p.m.

Alderman Tibbs made a motion to adjourn the meeting and Alderman Horn seconded it.  There were seven ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Tibbs and Alderman Welch), zero nays, and one absent (Alderman Parrott); motion carried.

The City of Lincoln Committee of the Whole Meeting adjourned at 8:02 p.m.
