Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, August 15, 2016.

Mayor Neitzel called the regular City Council Meeting to order at 7:06 p.m.  City Clerk Mrs. Gehlbach called the roll.  There were eight Aldermen present (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch) and none absent. Also present were Street Superintendent Mr. Landers, American Water Manager Mr. Ferguson, Police Chief Adams, City Building and Safety Officer Mr. Lebegue, and Fire Chief Miller.  Also present were Mayor Neitzel, City Treasurer Mr. Conzo, City Attorney Mr. Blinn Bates, City Administrator Mr. Johnson, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

A moment of silence for Darren Scott Cooper (who passed away a year ago and former Alderman George Mitchell.  Mayor Neitzel led the Pledge of Allegiance. 

Public Participation:

Kari Adams, Events Coordinator at the Chamber was present to discuss the Balloon Festival.  The special balloon will be a pirate ship.  Alderman Hoinacki said they still need help with the balloon.

Approval of Minutes for May 10, 2016 Committee of the Whole meeting and May 16, 2016 Regular City Council meeting

Request from the L.C.H.S. Junior Class to use the Hamilton Street Garage for construction of Homecoming float for September 6, 2016 through September 26, 2016

Alderman Horn moved to approve the Consent Agenda as read and Alderman Tibbs seconded it.  City Clerk Mrs. Gehlbach called the roll call.  There were eight yeas (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays, and none absent; motion carried.

Ordinances and Resolutions

Resolution # 2016–328 authorizing the issuance of Industrial Revenue Bonds by St. Clara’s Manor in the amount of $9,400,000.00

Alderman Mourning moved to approve the Resolution authorizing the issuance of Industrial Revenue Bonds by St. Clara’s Manor in the amount of $9,400,000.00 and Alderman Bauer seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch), one nay (Alderman Hoefle), and none absent; motion carried.

Bids:

Approval of bid and authorization of contract with Beniach Construction of Tuscola, Illinois for the 2016 Oil and Chip Resurfacing Program in an amount not to exceed $274,495.00

Alderman Bauer moved to approve the bid and authorization of contract with Beniach Construction of Tuscola, Illinois for the 2016 Oil and Chip Resurfacing Program in an amount not to exceed $274,495.00 and Alderman Welch seconded it.   City Clerk Mrs. Gehlbach called the roll call.  There were eight yeas (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays, and none absent; motion carried.

New Business/Communications:

Approval of contract with R.D. Lawrence for the construction of the Lincoln Depot (tabled 8/1/16)

Alderman Bauer moved to take off the table and Alderman Hoinacki seconded the motion.  City Clerk Mrs. Gehlbach called the roll call.  There were eight yeas (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays, and none absent; motion carried.

Request from Route 66 Heritage Foundation of Logan County to permit the closing of First Street between Washington and Jefferson Streets on Saturday, September 17, 2016 from 10:00 a.m. through 4:00 p.m. for an ABATE Motorcycle Show and the Mill in conjunction with the National Railsplitting Festival

Alderman Tibbs moved to approve the Request from Route 66 Heritage Foundation of Logan County to permit the closing of First Street between Washington and Jefferson Streets on Saturday, September 17, 2016 from 10:00 a.m. through 4:00 p.m. for an ABATE Motorcycle Show and the Mill in conjunction with the National Railsplitting Festival and Alderman Horn seconded it.  Alderman Tibbs moved to approve the change from $500,000.00 to $1M insurance coverage and Alderman Horn seconded it.  City Clerk Mrs. Gehlbach called the roll call.  There were eight yeas (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays, and none absent; motion carried.

Approval of contract with the Farnsworth Group for construction engineering services for the replacement of the State Street Bridge in an amount not to exceed $22,900.00

Alderman Hoinacki moved to approve the contract with the Farnsworth Group for construction engineering services for the replacement of the State Street Bridge in an amount not to exceed $22,900.00 and Alderman Horn seconded it.  City Clerk Mrs. Gehlbach called the roll call.  There were eight yeas (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays, and none absent; motion carried.

Authorization to direct staff to proceed with plans and request for proposals for equipment upgrades to the City Council Chambers

Alderman Welch moved to approve the authorization to direct staff to proceed with plans and request for proposals for equipment upgrades to the City Council Chambers and Alderman Parrott seconded it.  City Clerk Mrs. Gehlbach called the roll call.  There were eight yeas (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays, and none absent; motion carried.

Other Discussion:

Mayor Neitzel said Dr. Hepler asked to have a meeting with the City of Lincoln on September 21, 2016 in a combined meeting at the Park District at 7:00 p.m.  Mayor Neitzel will ask CAPCIL to come to the City Council meeting prior to the meeting with the County. 

City Administrator Mr. Johnson said August 19, 2016 is Adventure Night for the Third Friday event.  There will be inflatables, bag tournament, and music by Kevin Curry. 

City Administrator Mr. Johnson said Thursday will be the sidewalk chalk art for the Balloon Fest.

Fire Chief Miller said school starts back on Friday, August 19, 2016.  

Executive Session:

There was no Executive Session held. 

Alderman Tibbs moved to adjourn the meeting and Alderman Horn seconded it.  There were eight yeas (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays, and none absent; motion carried.

The City Council Meeting was adjourned at 8:33 p.m.
