Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, Monday, November 7, 2016.

Mayor Neitzel called the regular City Council Meeting to order at 7:01 p.m. 

City Clerk Mrs. Gehlbach called the roll.  There were seven Aldermen present (Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott Alderman Tibbs and Alderman Welch) and one absent (Alderman Bauer). Also present were Building and Safety Officer Mr. Lebegue, Street Superintendent Mr. Landers, American Water Mr. Ferguson, Police Chief Adams and Fire Chief Miller.  Also present were Mayor Neitzel, City Administrator Mr. Johnson, City Attorney Mr. Blinn Bates, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

Mayor Neitzel led the Pledge of Allegiance. 

Public Participation:

Mrs. Wanda Rohlfs was present to discuss the last meeting regarding the long term plan for the sewer system.  Mr. Ferguson said it could be made available.  Mrs. Rohlfs said when this was discussed it was stated that there would be a 43% increase and wondered when there would be any information on that.  Mayor Neitzel said they do not know when this will be available.  Mr. Ferguson said there hasn’t been any formal amount given to them at this point.

Payment of Bills

Approval of minutes for August 1, 2016 Regular City Council Meeting

Request to permit the placement of a sign by the Lincoln Women’s Club on the corner of Pekin and Kickapoo Streets from November 1, 2016 through December 4, 2016 for the purpose of promoting the Tour of Homes

Request from the Lincoln/Logan County Chamber of Commerce to permit the closing of various streets for the Christmas Parade on Thursday, December 1, 2016 from 5:00 p.m. until the conclusion of the parade

Request from Prairie Years, Abe’s Carmel Corn and Sir Renna Tea Stores to close N. Kickapoo Street from Broadway to Pekin Streets for the purpose of a block party on Saturday, November 5, 2016 from 9:00 a.m. until 3:00 p.m.

 

Alderman Horn moved to approve the Consent Agenda as read and Alderman Tibbs seconded it. City Clerk Mrs. Gehlbach called the roll call.  There were seven ayes (Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott,  Alderman Tibbs, and Alderman Welch), zero nays and one absent (Alderman Bauer); motion carried.

Ordinances and Resolutions:

Ordinance #2016-858 authorizing the issuance of $500,000.00 in General Obligations Bonds, Series 2016

Alderman Horn moved to approve Ordinance #2016-858 authorizing the issuance of $500,000.00 in General Obligations Bonds, Series 2016 and Alderman Hoinacki seconded it. City Clerk Mrs. Gehlbach called the roll call.  There were seven ayes (Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, Alderman Tibbs, and Alderman Welch), zero nays and one absent (Alderman Bauer); motion carried.

Bids:

There were no Bids to come before the City Council.

Reports:

City Treasurer Mr. Conzo gave an oral Annual Report for FY 15/16, and a copy is on file.

New Business/Communications:

Approval of request from Route 66 Scenic Byway for contribution from the City of Lincoln for completion of work at the Mill in an amount not to exceed $4,755.71

Alderman Tibbs moved to approve the request from Route 66 Scenic Byway for contribution from the City of Lincoln for completion of work at the Mill in an amount not to exceed $4,755.71 and Alderman Hoefle seconded it.  City Clerk Mrs. Gehlbach called the roll call.  There were seven ayes (Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott,  Alderman Tibbs, and Alderman Welch), zero nays and one absent (Alderman Bauer); motion carried.

Approval of lease agreement between the Union Pacific Railroad and the City of Lincoln

Alderman Mourning moved to approve the lease agreement between the Union Pacific Railroad and the City of Lincoln and Alderman Welch seconded it. City Clerk Mrs. Gehlbach called the roll call.  There were seven ayes (Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott,  Alderman Tibbs, and Alderman Welch), zero nays and one absent (Alderman Bauer); motion carried.

Reports from City officials who attended the Illinois Municipal League Conference in September, 2016

Mayor Neitzel said the opening ceremony was presented by Mr. Jim Edgar. 

Alderman Hoinacki said this was very well attended.  The exhibit floor had several new vendors.  He went to the downtown revitalization session. 

Alderman Hoinacki and Alderman Mourning covered the Quicks and Bricks session.  They pointed out that small business should be run as a business and not as a hobby.  There should be an alignment with what the customers want by using the internet.  The entrance into downtown needs to be inviting.  By 2017 the internet will be 10% of sales and there will still be 90% going to the brick and mortar stores.  The Third Friday events were mentioned.

Alderman Horn said that the building being built next to Kroger will be Super Cuts, bank or Loan Company and she thought the last was someone with telephones.  The landlord for Kroger is the one renting the space. 

Alderman Horn said she went to a customer service session.  Adopt a policy for the police department and communication is very important between the police and the public.  She attended the round table session: always be prepared and monthly updates.

City Administrator Mr. Johnson said he went to a program on vacant properties, community cooperation, making zoning and development rules.  

Mr. Lebegue said the development process has been made easier by the city’s website. 

Alderman Mourning said he went to a session on branding and that they need to push forward and have it done by an outside group.  Find what works for the city. 

Announcements:

Alderman Hoefle thanked Mr. Ladd for staying at the meeting and was disappointed that Mr. Wilmert didn’t stay. 

Alderman Hoefle said he and Alderman Welch went to a Route 66 meeting. 

Alderman Hoefle thanked Building and Safety Officer Mr. Lebegue for his time here in Lincoln. 

Mayor Neitzel thanked Mr. Lebegue for his work on the site plans and that he would be truly missed. 

Building and Safety Building Officer Mr. Lebegue said it was a time to focus on his children.  He was parting with great remorse and time to turn a new page.  

Mr. Geoff Ladd thanked everyone for their unanimous vote.  The City of Lincoln birthday present to Route 66 with the scenic byway sign to downtown.

Possible Executive Session

There was no Executive Session. 

Alderman Tibbs moved to adjourn the meeting and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call.  There were seven ayes (Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott,  Alderman Tibbs, and Alderman Welch), zero nays and one absent (Alderman Bauer); motion carried.

The City Council Meeting was adjourned at 7:55 p.m.
