Minutes of the City of Lincoln City Council Committee of the Whole Meeting held in the Council Chambers on Tuesday, August 23, 2016. 

Mayor Neitzel called the regular City Council Committee of the Whole Meeting to order at 7:00 p.m.  There were eight Aldermen present (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Tibbs and Alderman Welch) and one absent (Alderman Parrott). Also present were Assistant Fire Chief Dahm, Street Superintendent Mr. Landers, American Water Manager Mr. Ferguson, Building and Safety Officer Mr. Lebegue, and Police Chief Adams.  Also present were Mayor Neitzel, City Treasurer Mr. Conzo, City Administrator Mr. Johnson, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

There was a moment of silence in memory of Dwayne Dexter, the father of Firefighter, Andy Dexter.  Mayor Neitzel led the Pledge of Allegiance.

Public Participation:

There was no Public Participation.

Presentation from Community Action Partnership of Central Illinois:

Ms. Katie Alexander was present to discuss the hand up project.  This is the strengthening of working family’s initiatives.  Each participant in this project has a case manager. They are asking the City for $30,000.00.  There are four participants from Lincoln and four participants from Middletown.  The County has already committed to $30,000.00.  The case manager will be with the participants at least a year or as long as they are in school. 

Request to Permit – LCHS Homecoming Parade:

Alderman Tibbs requested the LCHS Homecoming Parade to be placed on the Consent Agenda for Tuesday, September 6, 2016. 

Request to Permit –Wyatt Avenue Whitewashing:

Alderman Tibbs said she thought the whitewashing was only done on Wyatt Avenue. She asked to have this on the Consent Agenda for Tuesday, September 6, 2016. 

Request to Permit – Harvest of Talents:

Alderman Tibbs said this has been done for years.  This will be placed on the Regular Agenda for Tuesday, September 6, 2016. 

Resolution Reimbursement of Travel Expenses:

City Administrator Mr. Johnson said the General Assembly has passed a bill called the “Local Government Travel Expense Control Act”.  This must be enacted before June 29, 2017.  This will be placed on the Regular Agenda on Tuesday, September 6, 2016.

Ordinance Vacation of Pekin Street Right-of-Way:

City Administrator Mr. Johnson said this is the last part to finish the vacation of Pekin Street right-of-way for the Depot.  This will accommodate the new site plan for the Depot.  The City of Lincoln needs to do this to get the incentives to honor those deals that were previously made.  The city will need to place this on the Agenda on September 19, 2016.

Other Discussion:

Mayor Neitzel read a thank you letter from St. Clara’s Manor regarding the new facility that will be built.

Ordinance Authorizing Agreement a Lease Agreement with LC:

Alderman Mourning is a coach for Lincoln FC.  Everyone gets to play.  There are 130 kids in the Futbol Club.  Water lines have been placed on the field property.  They usually have about 3,500 people for the tournament.  They are starting a program with the Lincoln YMCA.  One of the long term goals are getting lighting on the field so they can have games at night.   A separate Memorandum of Understanding will be prepared for the YMCA. 

This will be placed on the Agenda for Tuesday, September 6, 2016.

Other Discussion:

Alderman Hoefle said a new business came to the City of Lincoln for a façade grant and could only get $10,000.00.  Alderman Hoinacki said the City came up with the $10,000.00 so they had enough to share with more than one person.  City Administrator Mr. Johnson said this was so they could spread the money. 

Building and Safety Officer Mr. Lebegue said he had given an application for the TIF façade grant.  The information is also available at the Assessor’s office. 

Alderman Hoinacki reminded everyone about the Balloon Festival this weekend. 

City Administrator Mr. Johnson said the Third Friday event went well.  The kids loved the laser tag when it worked.  There were plenty of vendors present, thanked Chris Beard for bringing their jeep, the Pegrams brought their semis, and DJ Kevin Curry.  Alderman Tibbs thanked the people that came out and for the people that are contributing money for this project. 

Street Superintendent Mr. Landers said the race is supposed to be this Thursday. 

Executive Session:    

There was no Executive Session held. 

Upcoming Meetings:

Council: Tuesday, September 6, 2016 – 7:00 p.m.     

Committee of Whole:     Tuesday, September 13, 2016 – 7:00 p.m.

Alderman Tibbs made a motion to adjourn the meeting and Alderman Horn seconded it.  There were eight ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays, and none absent; motion carried.

The City of Lincoln Committee of the Whole Meeting adjourned at 8:31 p.m.
