Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Tuesday, September 6, 2016.

Mayor Neitzel called the regular City Council Meeting to order at 7:00 p.m. 

City Clerk Mrs. Gehlbach called the roll.  There were eight Aldermen present (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch) and none absent. Also present were Street Superintendent Mr. Landers, American Water Mr. Ferguson, Fire Chief Miller, Building and Safety Officer Mr. Lebegue and Police Chief Adams.  Also present were Mayor Neitzel, City Administrator Mr. Johnson, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

A moment of silence in memory of retired Fireman Dallas Miller.  Mayor Neitzel let the Pledge of Allegiance. 

Public Participation:

Mrs. Wanda Rohlfs was concerned about the cost of $350.00 for lodging for the IML Conference.  She was not concerned by the cost of breakfast, lunch and dinner and felt they were in line.  She wanted to be sure the City was being very mindful of the cost. 

Mayor Neitzel called for the Consent Agenda by Omnibus Vote:

Payment of Bills

Request from LCHS to permit the closing of various City streets for the LCHS Homecoming Parade on Friday, September 23, 2016 from 2:30 p.m. until its conclusion

Request from LCHS Football Boosters to whitewash Wyatt Avenue and Railer Way and to decorate the median along Wyatt Avenue during the afternoon of Thursday, September 22, 2016 with decorations allowed to remain through Thursday, September 29, 2016

Request from the Harvest of Talents Ministry to permit a wooden sign to be placed on the City lot on the corner of N. Kickapoo and Pekin Streets from September 24, 2016 through Monday, October 24, 2016 to promote the annual Harvest of Talents

 

Alderman Horn moved to approve the Consent Agenda as read and Alderman Welch seconded it. City Clerk Mrs. Gehlbach called the roll call.  There were eight ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays and none absent; motion carried.

Ordinances and Resolutions:

Ordinance #2016-855 Ordinance authorizing a five year lease agreement between the Lincoln Futbol Club and the City of Lincoln

Alderman Hoinacki moved to approve Ordinance #2016-855 authorizing a five year lease agreement between the Lincoln Futbol Club and the City of Lincoln and Alderman Bauer seconded it. Alderman Hoinacki rescinded his motion and Alderman Bauer seconded it.  Alderman Hoinacki moved to amend and to approve the removal of the second paragraph in Section 9 which deals with the YMCA and at the end of the first paragraph (end of line) of Section 9 to add the language without the consent of the Lessor (City of Lincoln) and Alderman Hoefle seconded it.  City Clerk Mrs. Gehlbach called the roll call.  There were seven ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays, one abstention (Alderman Mourning), and none absent; motion carried.

Resolution #2016-328 establishing a travel reimbursement policy for the City of Lincoln

Alderman Bauer moved to approve Resolution #2016-328 establishing a travel reimbursement policy for the City of Lincoln and Alderman Mourning seconded it. City Clerk Mrs. Gehlbach called the roll call.  There were eight ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays and none absent; motion carried.

Bids:

There were no Bids to come before the City Council

Reports:

There were no Reports to come before the City Council.

New Business/Communications:

 Request from Harvest of Talents Ministry and the Lincoln YMCA to close various City streets for a 5K “Harvest Run” on Saturday, October 22, 2016 beginning at 8:00 a.m. and continuing through its conclusion

Alderman Tibbs moved to approve Request from Harvest of Talents Ministry and the Lincoln YMCA to close various City streets for a 5K “Harvest Run” on Saturday, October 22, 2016 beginning at 8:00 a.m. and continuing through its conclusion and Alderman Bauer seconded it. City Clerk Mrs. Gehlbach called the roll call.  There were eight ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays and none absent; motion carried.

Announcements:

Mayor Neitzel read a thank you letter from the Up In Smoke on the Square from Chris Graue.

Alderman Hoinacki gave an update regarding the Balloon Fest.  The pilot of the City of Lincoln’s balloon was going to let others know how nice the Balloon Fest is at Lincoln. 

Alderman Tibbs was very appreciative of John Guzzardo and wanted to thank him for his hard work.  Mayor Neitzel said the food quality is second to none. 

City Administrator Mr. Johnson said they are looking at the greatest hits but thought they might have some surprises for the final Third Friday event.  There will be some farm equipment and trucks at the last Third Friday event.

Executive Session

There was no Executive Session. 

Alderman Tibbs moved to adjourn the meeting and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call.  There were seven ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott and Alderman Tibbs), zero nays and one absent (Alderman Welch); motion carried.

The City Council Meeting was adjourned at 7:36 p.m.
