Lincoln Depot Site Plan

The CITY OF LINCOLN, ILLINOIS  62656 will receive sealed bids for construction of NEW LINCOLN POLICE STATION, CITY OF LINCOLN, 710 5TH STREET, LINCOLN, ILLINOIS  62656 according to Contract Documents prepared by FGM Architects Inc., 475 Regency Park, Suite 200, O’Fallon, Illinois 62269; phone 618.624.3364; fax 618.624.3369.

 

FGM Project Number:  16-2243.01 

 

Work consists of construction of an approximate 14,315 square feet of major renovation work and approximate 3,240 square feet of new construction for a New Police Station. 

 

The Owner will receive sealed bids until 2:00 p.m. local time; May 9, 2017, at the Office of the Mayor, City of Lincoln City Hall, 700 Broadway, Lincoln, Illinois 62656.

 

Bids received after stated time will not be accepted and will be returned unopened. 

 

Bids will be opened publicly and read aloud at the above address.  Bids will be based on a single lump sum general construction contract.   

 

A Pre-Bid Conference is scheduled for April 11, 2017, at 2:00 p.m., at the project site located at 710 5th Street, Lincoln, Illinois 626565.  This meeting is MANDATORY for General Contractors.  This meeting is not mandatory for sub-contractors, but it is strongly recommended that all interested bidders attend.

 

Bids shall include not less than the prevailing hourly wage rate determined by the Illinois Department of Labor.

Contract Documents may be obtained at Snow Printing Company, 6428 Old St. Louis Road,

Belleville, Illinois, 62223, Phone:  618-233-0712, Fax:  618-257-3331 by depositing a check in the amount of $250 payable to the City of Lincoln.  A set is made up of Drawings and bound Project Manuals.  A CD made up of Drawings and Project Manuals may be purchased in the amount of $30.00 which is NOT refundable for which a separate check shall be issued payable to Snow Printing.  Deposits for full hard copy sets will be returned to Bidders who return the Documents to Snow Printing bound and in good condition within ten (10) days after the opening of bids.

Sets will be shipped to applicants from Snow Printing for an additional flat handling-and-mailing charge of $40 per set, for which a separate check shall be issued payable to Snow Printing and is NOT refundable.

Bid Security is required in the amount of five (5) percent of Proposal and shall be made payable to the City of Lincoln, Illinois.

 

Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. Within fifteen (15) days after notification of award of contract, the successful Contractor shall furnish a Performance Bond, separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner. The Performance Bond shall be in the amount of 100 percent of the accepted bid.  The performance bond will become a part of the contract.

 

Failure of the successful bidder to enter into contract and supply the required bonds and Certificate of Insurance within fifteen (15) days after the prescribed forms are presented for signature or within such extended period as the Owner may grant shall constitute a default.

 

The Owner reserves the right to accept or reject any or all bids, to waive any informalities and irregularities in any bid, or to make awards in the best interests of the Owner.  The Owner also reserves the right to award a partial amount of the Work rather than the entire amount.

 

All bids submitted shall be valid for a period of at least sixty (60) days from date of bid opening; the only alterations which will be allowed will be those approved by the Owner.

 

The Contractor bidding the project shall be actively engaged in work of the nature of the project described, and have adequate specialized workforce and machines to do the work.  Each bidder shall submit with his proposal a list of no less than five (5) different construction projects that have been completed within the last ten (10) years that relate to the type of work specified.

 

The Statutes of the State of Illinois require that not less than the prevailing rate per diem, legal holiday and overtime wages in the locality where the work is to be performed, be paid to all laborers, workmen and mechanics employed in the execution of the Contract.  All other Statutes of the State of Illinois covering employment shall apply to all contracts awarded.

 

Bidders must be in compliance with the rules and regulations of the Fair Employment Practices Commission.
