Minutes of a regular City Council Meeting held inthe Council Chambers of City Hall, Lincoln, IL, on Monday, November 21, 2016.

Mayor Neitzel called the regular City Council Meeting to order at 7:00 p.m. City Treasurer Mr. Conzo called the roll call. There were eight Aldermen present (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch) and none absent. Also present were Street Superintendent Mr. Landers, Police Chief Adams, Assistant Building and Safety Officer Mrs. Ingram, and American Water Manager Mr. Ferguson. Also present were Mayor Neitzel, City Treasurer Mr.Conzo, City Administrator Mr. Johnson, and Recording Secretary Mrs. Riggs.

Mayor Neitzel led the Pledge of Allegiance.

Public Participation:

There was no public participation.

Mavor Neitzel called for the ConsentAgenda bv Omnibus Vote: Payment of Bills

Approval of City Holiday and City Council Meeting Schedulefor 2017

 

Alderman Hom moved to approve the Consent Agenda as read and Alderman Tibbs seconded it. City Treasurer Mr. Conzo called the roll call. There were eight ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays, and none absent; motion carried.

Ordinances and Resolutions:

There were no Ordinances or Resolutions to come before the City Council.

Bids:

There were no bids to come beforethe City Council.

Reports:

City Treasurer gave an oral report for October, 2016, and a copy is on file. City Clerk Report for October,2016 is on file.

Department Heads Reports for October, 2016 (Building and Safety Department, Lincoln Police Department, American Water Sewer Operations Report, and Fire Department Report).

New Business/Communications:

Approval of change orders #1 and #2 to contract with Hoerr Construction for CIPP project in an amount not to exceed $8,167.08

 

Alderman Bauer moved to approve change orders #1 and #2 to contract with Hoerr Construction for CIPP project in an amount not to exceed $8,167.08 and Alderman Welch seconded it. City Treasurer Mr. Conzo called the roll call. Approval of revised Special Police Services Agreement

 

Alderman Bauer moved to approve the revised Special Police Services Agreement and Alderman Mourning seconded it. City Treasurer Mr. Conzo called the roll call. There were eight ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays, and none absent; motion carried.

Approval of amendment to the City of Lincoln Policy and Procedure Handbook to include a provision of non-exempt employee compensatory time

 

Alderman Tibbs moved to approve amendment to the City of Lincoln Policy and Procedure Handbook to include a provision of non-exempt employee compensatory time and Alderman Mourning seconded it. City Treasurer Mr. Conzo called the roll call. There were eight ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays, and none absent; motion carried.

Approval of Work Order #9 between the City of Lincoln and Farnsworth for the design of a Lincoln Dog Park to bepaid from the Capital Projects Fund

 

Alderman Welch moved to remove from the agenda and Alderman Bauer seconded it. City Treasurer Mr. Conzo called the roll call. There were eight ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays, and none absent; motion carried.

Alderman Tibbs moved to adjourn the meeting and Alderman Hom seconded it. There were eight ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays, and none absent; motion carried.
