Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, December 5, 2016.

Mayor Neitzel called the regular City Council Meeting to order at 7:00 p.m.

City Clerk Mrs. Gehlbach called the roll. There were eight Aldermen present (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Mourning, Alderman Parrott Alderman Tibbs and Alderman Welch) and none absent. Also present were Assistant Building and Safety Officer Mrs. Ingram, Police Chief Adams and Fire Chief Miller. Also present were Mayor Neitzel, City Administrator Mr. Johnson, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

Mayor Neitzel led the Pledge of Allegiance.

There was no Public Participation.

Payment of Bills

 

Alderman Hom moved to approve the Consent Agenda as read and Alderman Bauer seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight ayes (Alderman Bauer,

Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Mourning, Alderman Parrott, Alderman Tibbs, and Alderman Welch), zero nays and none absent; motion carried.

Resolution #2016-331 Abating the Tax Levied for 2016 topay Debt Service on $2,285,000.00 in General Obligation Bonds (Alternative Revenue Source), Series 2014

 

Alderman Bauer moved to approve Resolution #2016-331 Abating the Tax Levied for 2016 to pay Debt Service on $2,285,000.00 in General Obligation Bonds (Alternative Revenue Source), Series 2014 and Alderman Mourning seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Mourning, Alderman Parrott, Alderman Tibbs, and Alderman Welch), zero nays and none absent; motion carried.

Alderman Bauer moved to approve Resolution #2016- 332 Abating the Tax Levied for 2016 to pay Debt Service on $5,285,000.00 in General Obligation Bonds (Alternative Revenue Source), Series 2014 and Alderman Hom seconded it. Ordinance #2016-859 granting jurisdictional transfer of right-of-way and temporary construction easements on the east side of the Union Pacific Rail Road right-of-way, South of Pulaski Street

 

Alderman Mourning moved to approve Ordinance #2016-859 granting jurisdictional transfer of right­ of-way and temporary construction easements on the east side of the Union Pacific Rail Road right-of­ way, South of Pulaski Street and Alderman Welch seconded it. City Clerk Mrs. Gehlbach called the roll call. Alderman Bauer moved to approve Ordinance #2016-860_ granting jurisdictional transfer of right-of­ way and temporary construction easements on the east side of the Union Pacific Rail Road right-of-way, North of Tremont Street and Alderman Mourning seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Mourning, Alderman Parrott, Alderman Tibbs, and Alderman Welch), zero nays and none absent; motion carried.

There were no Bids to come before the City Council.

New Business/Communications:

Approval of 2017 liability insurance renewal with Arthur J. Gallagher in an amount not to exceed $409,432.00, which is a twopercent (2%)premium decrease

 

Alderman Tibbs moved to approve the 2017 liability insurance renewal with Arthur J. Gallagher in an amount not to exceed $409,432.00, which is a two percent (2%) premium decrease and Alderman Hom seconded it. City Clerk Mrs. Gehlbach called the roll call. Approval of Change Order #1 to contract with R.D. Lawrence Construction Company, Ltd. For the Lincoln Depot Renovation Project in an amount not to exceed $32,691.00

Announcements:

Alderman Mourning said he believed everyone had an email from a constituent regarding the Depot and they were not able to hear the discussion. He wondered where things were at with the sound system.

City Administrator Mr. Johnson said they have talked with one group and are waiting to talk with the second group. The scope of the work were drastically different.

Alderman Tibbs said she felt that they are the voice of the people are not being heard and she gets calls after meetings about constituents who are not able to hear the meeting. Alderman Mourning said he agreed it was talcing a long time and there are two different options for people to get the meetings (one is watch online). Alderman Parrott asked Mr. Johnson about getting proposals. Mr. Johnson said the staff will prepare an RFP and it depends on what department (subject). Alderman Parrott said as a City can they tweak the RFP. Mr. Johnson said they talked with one group so far and haven't talked to the second group.

Alderman Welch asked about the bench to be built. Fire Chief asked for a table be straight across and the price was the same. Alderman Tibbs said she would prefer for everyone to be able to hear the meetings and that was the most important.

Mayor Neitzel said there is a blood drive on Wednesday, December 7, 2016 at the Lincoln Park District for 12:00 p.m. until 6:00 p.m.

Alderman Tibbs thanked the Chamber of Commerce for a wonderful parade.

Police Chief Adams wanted to let everyone know about the NIXEL program that works through text to your cell phone or email 888777 message 62656 to sign up and text 888777 to stop it.

There was no Executive Session.

Alderman Tibbs moved to adjourn the meeting and Alderman Hom seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Mourning, Alderman Parrott, Alderman Tibbs, and Alderman Welch), zero nays and none absent; motion carried.
