Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, December 19, 2016.

Mayor Neitzel called the regular City Council Meeting to order at 7:00 p.m. City Clerk Mrs. Gehlbach called the roll call. There were seven Aldermen present (Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch) and one absent (Alderman Bauer). Also present were Street Superintendent Mr. Landers,  Police  Chief Adams and Fire Chief Miller. Also present were Mayor Neitzel, City Treasurer Mr. Conzo, City Administrator  Mr.Johnson, City Clerk Mrs. Gehlbach  and Recording Secretary Mrs. Riggs.

Mayor Neitzel led the Pledge of Allegiance.

Mrs. Wanda Rohlfs thanked the Street Department for their work on the streets. Mrs. Rohlfs asked questions about different line items for the TIF District.

Approval of Minutesfrom August 9, 2016 Committee of the Whole

Request from Lo.nd of Lincoln CEO Program to close various City streets for the Abraham Lincoln 5K race on Saturday, February  11, 2017from  10:00 a.m. to 3:00 p. m.

 

Alderman Horn moved to approve the Consent Agenda as read and Alderman Hoinacki seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven ayes (Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays, and one absent (Alderman Bauer); motion carried.

Ordinances and Resolutions:

Resolution #2016-333 authorizing an agreement with !DOT/or the cost sharing of improvements along Lincoln Parkway

 

Alderman Hoinacki moved to approve Resolution #2016-333 authorizing an agreement with IDOT for the cost sharing of improvements along Lincoln Parkway and Alderman Hom seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven ayes (Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays, and one absent (Alderman Bauer);motion carried.

Resolution #2016-334 urging the General Assembly of the State of Illinois to return the original fonding formula for localjurisdictions in order to maintain traffic infrastructure

 

Alderman Hoinacki moved to approve Resolution #2016-334 urging the General Assembly of the State of Illinois to return the original funding formula for local jurisdictions in order to maintain traffic infrastructure and Alderman Welch seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven  ayes (Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays, and one absent (Alderman Bauer);

 

motion carried.

Bids:

There were no bids to come before the City Council.

Reports:

City Treasurer gave an oral report for November, 2016, and a copy is on file. City Clerk Report for November, 2016 is on file.

Department Heads Reports for November, 2016 (Building and Safety Department).

New Busi ness/Commun ications:

Presentation of auditfor Fiscal year 2015-2016 by Lori Milosovich of Estes, Bridgewater and Ogden

 

Ms. Milosevich was unable to attend the meeting and will do the presentation on January 3, 2017.

Alderman Tibbs moved to table the audit for Fiscal Year 2015-2016 and Alderman Parrott seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven ayes (Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays, and one absent (Alderman Bauer);motion carried.

Approval of funding  agreement between the City of Lincoln and County of Logan County Tourism Bureau/or theperiod from January 1, 2017 through December 31, 2017

 

Alderman Tibbs moved table the funding agreement between the City of Lincoln and County of Logan County Tourism Bureau for the period from January 1, 2017 through December 31, 2017 and Alderman Mourning seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven ayes (Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays, and one absent (Alderman Bauer); motion carried.

Approval of the 2017 Health Insurance Renewal with Health Alliance

 

Alderman Hoinacki moved to approve the 2017 Health Insurance Renewal with Health Alliance and Alderman Welch seconded it. There were seven ayes (Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays, and one absent (Alderman Bauer); motion carried.

Approval of Change Order #1 and Final Pay Request to Petersburg Plumbing and Excavating for the relocation of theforce main on Main Street in an amount not to exceed $34,538.50

 

Alderman Mourning moved to approve the Change Order #1 and Final Pay Request to Petersburg Plumbing and Excavating for the relocation of the force main on Main Street in an amount not to exceed $34,538.50 and Alderman Hom seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven ayes (Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Mourning,

Approval of Change Order with United Construction Midwest for asphalt surfacing on North  State Street Bridge in an amount not to exceed $15,000.00

 

Alderman Welch moved to approve the Change Order with United Construction Midwest for asphalt surfacing on North State Street Bridge in an amount not to exceed $15,000.00 and Alderman Mourning seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven ayes (Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays, and one absent (Alderman Bauer); motion carried.

Approval of amendment to Downtown Parking Intergovernmental Agreement with Logan  County

 

Alderman Tibbs moved to approve the  amendment  to  Downtown  Parking  Intergovernmental Agreement with Logan County and Alderman Hoefle seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven ayes (Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays, and one absent (Alderman Bauer); motion carried.

Other Discussion:

City Administrator Mr. Johnson said there is a $50,000.00 reduction that would be considered on Thursday.  This would bolster the property tax.

Alderman Hoefle said they have received information tonight and wants to see this being successful and wants to be sure that things will be in place.

Alderman Parrott said they have a plan and are hoping to have an offer for a Director by the middle of January. There will also be a vote for President, Vice President and Treasurer.

Alderman Mourning said he now has a movable microphone.

Street Superintendent Mr. Landers said they pre-treated the streets two different times and had some trucks go out at different times after the storm came in. They applied approximately 1/3 of the salt for the event. They have spent $13,656.00 for the salt operation on the roads and sidewalks.

Mayor Neitzel thanked Street Superintendent for his work on the streets.

Alderman Mourning said his son had just let him know that Lincoln High School is closed again tomorrow.

Alderman Hoefle said the signage for old Route 66 has come in.

 

Executive Session:

There was no Executive Session held.

Alderman Tibbs moved to adjourn the meeting and Alderman Hom seconded it. There were seven ayes (Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays, and one absent (Alderman Bauer); motion carried.
