Minutes of a Special City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, December 22, 2016.

Mayor Neitzel called the Special City Council Meeting to order at 7:12 p.m.

City Clerk Mrs. Gehlbach called the roll. There were eight Aldennen present (Alderman Bauer, Aldennan Hoinacki, Aldennan Hom, Alderman Mourning, Alderman Neitzel, Alderman Parrott, Aldennan Tibbs, and Alderman Welch) and none absent. Also present were Fire Chief Miller, Building and Safety Officer Mr. Lebegue, and Police Chief Adams. Also present were City Treasurer Mr. Conzo, City Administrator Mr.Johnson, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

Mayor Neitzel led the Pledge of Allegiance.

Public Particioation:

There was no Public Participation.

Ordinances and Resolutions

Ordinance #2016-862 Approving Tax Levy for taxyear 2016

Alderman Mourning moved to amend the Ordinance with a zero percent increase for tax year 2016 and Alderman Bauer seconded it. City Clerk Mrs. Gehlbach called the roll call. There were 3 ayes (Alderman Bauer, Alderman Hoinacki and Alderman Mourning) and 5 nays (Aldennan Hoefle, Alderman Hom, Alderman Parrott,Alderman Tibbs and Alderman Welch); motion failed. Alderman Hoefle moved to amend the Tax Levy for tax year 2016 for a decrease of 2.457% and Alderman Welch seconded it. City Clerk Mrs. Gehlbach called the roll call. There were five ayes (Aldennan Hoefle, Alderman Hom, Alderman Parrott, Alderman Tibbs and Alderman Welch), three nays (Alderman Bauer, Alderman Hoinacki and Alderman Mourning)  and none

• absent; motion carried.

New  Business/Communications:

Approval of auditfor Fiscal year 2015-2016 (tabled 12-19-2016)

Alderman Mourning moved to remove from the table and Alderman Bauer seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Mourning, Alderman Parrott, Alderman Tibbs, and Alderman Welch), zero nays and none absent; motion carried.

Alderman Mourning moved to approve the Audit for fiscal year 2015-2016 and Alderman Hoefle seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Mourning, Alderman Parrott, Alderman Tibbs, and Alderman Welch), zero nays and none absent;motion carried.

Approval offonding agreement between the City of Lincoln and Logan County Tourism Bureau for theperiod from January 1, 2017 through December 31, 2017 (tabled 1211912016)

Alderman Parrott moved to remove from the table and Alderman Welch seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight yeas (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, Alderman Tibbs, and Alderman Welch), zero nays and none absent; motion carried.

Alderman Parrott moved to approve the funding agreement between the City of Lincoln and Logan County Tourism Bureau for the period from January 1, 2017 through December 31, 2017 and Alderman Hom seconded it. Alderman Parrott wanted to amend the motion to include: quarterly updates, Board Members (confirmation) by-laws and clarify on board members voting by-laws and Alderman Welch. City Clerk Mrs. Gehlbach called the roll call. There were eight ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Mourning, Alderman Parrott, Alderman Tibbs, and Alderman Welch), zero nays and none absent; motion carried.

Executive Session

Alderman Hom moved to go into Executive Session under 5 ILCS 120/2(c)(ll) litigation and Alderman Welch seconded it. City Clerk Mrs. Gehlbach called the roll call. There were eight ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Aldennan Mourning, Alderman Parrott, Alderman Tibbs, and Alderman Welch), zero nays and none absent; motion carried.

The meeting adjourned at 8:20 p.m.

The meeting returned to regular session at 8:41p.m.

Alderman Tibbs moved to adjourn the meeting and Alderman Hom seconded it. There were eight ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Mourning,Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays, and none absent; motion carried.
