Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday,April 17, 2017.

Mayor Neitzel called the regular City Council Meeting to order at 7:30 p.m. City Clerk Mrs. Gehlbach called the roll. There were six Aldermen present (Alderman Bauer, Alderman Hoefle, Alderman Hom, Alderman Parrott, Alderman Tibbs and Alderman Welch), one seat vacant and one absent (Alderman Hoinacki). Also present were Street Superintendent Mr. Landers, Police Chief Adams, Assistant Building and Safety Officer Mrs. Cori Ingram and Fire Chief Miller. Also present were Mayor Neitzel, City Treasurer Mr. Conzo, City Attorney Mr. Blinn Bates, City Administrator Mr. Johnson, City Clerk Mrs. Gehlbach, and Recording  Secretary Mrs. Riggs.

A moment of silence was given in honor of former Police officer Mayor Neitzel led the Pledge of Allegiance.

Public Participation:

Mrs. Restick was present to let everyone know that the first Sunday in May there will be a Blessing for the Habitat House.

Ms. Marlene John was present to discuss the sewer problems and the cost of the sewer bills. Mayor Neitzel said this is an old sewer system. City Administrator Mr. Johnson said there will be work done on the sewer and this will raise the cost but they don't know exactly what the cost will be.

Mrs. Rohlfs had questions about the removal of asbestos at the former Jefferson School. She was concerned about the removal of the asbestos costs .Police Chief Adams said KAM is a registered contractor to handle asbestos.

Mrs. Rohlfs was concerned about the sewer cost and the inflation rates to cover the cost of the sewer work.

Mayor Neitzel called for the ConsentAgenda bv Omnibus Vote: Payment of Bills

 

Alderman Hom moved to approve the Consent Agenda as read and Alderman Welch seconded it. Alderman Welch seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six ayes (Alderman Bauer, Alderman Hoefle, Alderman Hom, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays, one seat vacant and one absent (Alderman Hoinacki); motion carried.

Ordinances and Resolutions

Ordinance # 2017-863 authorizing the exchange of Real Estate between Illinois American Water Company and the City of Lincoln

 

Alderman Bauer moved to approve Ordinance #2017-863 exchange of Real Estate between Illinois American Water Company and the City of Lincoln and Alderman Hom seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six ayes (Alderman Bauer, Alderman Hoefle, Alderman Hom, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays, one seat vacant and one

 

absent (Alderman Hoinacki); motion carried.

Resolution # 2017-340 approving of the City Budgetfor FY 2017-2018

 

Alderman Bauer moved to approve Resolution #2017-340 the City Budget for FY 2017-2018 and Alderman Welch seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six ayes (Alderman Bauer, Alderman Hoefle, Alderman Horn, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays,one seat vacant and one absent (Alderman Hoinacki); motion carried.

Bids:

Approval of bidfrom KAM Services for asbestos abatement at the former Jefferson School at 710 5th Street in an amount not to exceed $76,210.00

 

Alderman Tibbs moved to approve the bid from KAM Services for asbestos abatement at the former Jefferson School at 710 5th Street in an amount not to exceed $76,210.00 and Alderman Hom seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six ayes (Alderman Bauer, Alderman Hoefle, Alderman Hom, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays, one seat vacant and one absent (Alderman Hoinacki); motion carried.

Reports:

City Treasurer gave an oral report for March 2017, and a copy is on file. City Clerk Report for March 2017 is on file.

Department Heads Reports for March, 2016 (American Water Sewer Operations Report, Police Department and Fire Department).

New  Business/Communications:

Request to Permit of closing of I 00 block of North Sheridan Street from Bill Albert for a wedding ceremony on Saturday, May 27, 2017from 2:30 p.m. to 10:00 p .m.

 

Alderman Tibbs moved to approve the Request to Permit of closing of 100 block of North Sheridan Street from Bill Albert for a wedding ceremony on Saturday, May 27, 2017 from 2:30 p.m. to 10:00

p.m. and Alderman Bauer seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six ayes (Alderman Bauer, Aldennan Hoefle, Alderman Horn, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays, one seat vacant and one absent (Alderman Hoinacki); motion carried.

Approval of proposal for professional auditing services from Estes, Bridgewater, & Ogden in the amount not to exceed $22,000.00for period of threeyears

 

Alderman Hoefle moved to approve the proposal for professional auditing services from Estes, Bridgewater, & Ogden in the amount not to exceed $22,000.00 for period of three years and Alderman Bauer seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six ayes (Alderman Bauer, Alderman Hoefle, Alderman Hom, Alderman Parrott, Alderman Tibbs  and Alderman  Welch), zero nays, one seat vacant and one absent (Alderman Hoinacki); motion carried.

 

Other Discussion:

Mayor Neitzel read a letter of resignation of Joy Fulk as Deputy City Clerk.

Mayor Neitzel read a Proclamation for Historic Route 66 and then presented the Proclamation to Geoff Ladd.

Alderman Hoefle said a group of Sweden people were visiting and were traveling on Route 66. Alderman Tibbs talked about seeing the Mill several years ago and they found a brail menu.

Mayor Neitzel said this was her last meeting and said goodbye to everyone.

Alderman Tibbs said this would be her last meeting also and thanked Ward 3 members and that she had been here for 14 years.

Executive Session:

There was no Executive Session held.

Alderman Tibbs moved to adjourn the meeting and Alderman Hom seconded it. There were six ayes (Alderman Bauer, Alderman Hoefle, Alderman Hom, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays, one seat vacant and one absent (Alderman Hoinacki); motion carried.
