Minutes of the City of Lincoln City Council Committee of the Whole Meeting held in the Council Chambers on Tuesday, September 27, 2016.

Mayor Neitzel called the regular City Council Committee of the Whole Meeting to order at 7:00

p.m. There were eight Aldermen present (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch) and none absent. Also present were Street Superintendent Mr. Landers, Fire Chief Miller, American Water Manager Mr. Ferguson, Building and Safety Officer Mr. Lebegue and Police Chief Adams. Also present were Mayor Neitzel, City Treasurer Mr. Conzo, City Attorney Mr.Blinn Bates, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

Mayor Neitzel led the Pledge of Allegiance.

Public Participation:

There was no Public participation.

Presentadon f rom Lincoln Cidzen Dog Park Committee:

Ms. Brittany McLaughlin said this is Leash Exercise Park, demonstrate need, present vision, health and safety promotes physical and mental health of dogs. The dog park is an excellent option to exercise pets for owners with physical limitations. This creates community for social, economic and geographic barriers. There are 11 different parks in Lincoln. This creates a community. This promotes responsibility  and helps with leash laws. This is on the former ALMH lot. There is space for large dogs, space for small dogs and incorporate green space for the public. Perimeter fencing, magnetic gate, paved parking clearing posted rules, handicap accessibility, pet friendly drinking fountains. Optional benches. Engineer reports. There are funding sources - grants to help offset the cost. They would like to propose a fee of $35.00 for the first dog and $15.00 for each additional dog. They have proposed rules and regulations; limit 5 dogs per household but not no more than two dogs at a time, licensed, immunized and spayed/neutered, no puppies under 6 months old are allowed, members must be at least 18 years and no children under 10 allowed. Registration requirements: vaccination records required, (rabies, Bordetella, parvo, DAP), must be signed by veterinarian. The next steps if this is passed by the City of Lincoln, discuss funding options, obtain engineers report, and establish guidelines.

Ellen Burbage said that exercise and socialize to make dogs better citizens.

Brenda Short, Managing Broker at Brady Realtors said she would like to see this park come into existence and thought this would help sales and to help keep current residents in town.

Mayor Neitzel asked if this would be Lincoln and Logan County. Ms. McLaughlin said this could be Logan County and other outside communities.

A committee was formed on the advice of the Mayor. Alderman Welch said there is a cost to start this.

If everything  moves quickly it would be done by summer 2017. There would be some landscaping. This is a central location where people are walking and this is a safe place.

Alderman Mourning said he can't see that the City could vote on this location until they know what the exact cost would be on this. City Treasurer Mr. Conzo said some money could be transferred this year but they would need to put in the budget for the next fiscal year. More discussion will need to be on October 11, 2016. The hours would be 6:00 a.m. to 8:00 p.m. but they could be changed to the needs of the community. There is a 3 strikes then you can revoke the memberships.

Presentlltion from Dan Fulsher, Logan County EMA:

Mr.Fulscher said for the last four years they have been planning a full size impact and the last 15 years they have been terror based. On October 5, 2016 there will be a tornado drill. This will be a live interactive drill. The news media will be notified.

Reverend Shelton was once a liaison for the 911 and it was through Mr. Fulscher that he learned what the 911 center does. He thanked Mayor Neitzel for allowing him to speak.

Police Station Renovation -Design Presentlltion and Contract:

Brian Wright with FGM Architects did a study on the Jefferson Building. Their existing conditions are lack of privacy, cramped lobby, lack of parking, inefficient layout. The needs for space is approximately 13,854 sf and there is +/-15,000 sf. The park is a nice feature that could be left. There is no air conditioning other some window units. A Sally Port is needed, patrol parking for processing, large public parking lot, separate squad parking lot, entry sign at entry, and new marquee. The existing playground will remain. The total cost of the project budget is

$2,532,376 - $2,672,723. The purchase has been finalized. The next step is to sign a contract with the architects. The architects will start the design process.

Police Chief Adams said that this option is saving the City of Lincoln several million dollars. The Police Department will be able to do training at the new facility.

This will be placed on the agenda for Monday, October 3, 2016.

Fast Track Demolition -1114 - 4th Street:

Building and Safety Officer Mr. Lebegue said this property from the outside doesn't look too bad and the owner passed away sometime at the end oflast year or beginning of this year. The house is invested with cockroaches. Chase Bank has the mortgage and it is the belief by Mr. Lebegue that Chase has let the property go. Chase will be notified by Certified Mail of the demolition.

Block Party Application -145 1f1h Street:

This will be placed on the Consent Agenda for Monday, October 3, 2016.

ADS Sewer Flow Meters Upgrade:

To collect data for the Long Control Plan the Sewer department purchased 8 flow meters. The current meters were designed with 20 modems. These modems are no longer being supported by AT&T and require an upgrade to 30 to communicate.   The total cost is not to exceed

$180,000.00.

Other Discussion:

Mayor Neitzel wanted to put on the agenda a Proclamation on Monday, October 3, 2016. Mayor Neitzel said a Public Hearing will be held on Monday, October 3, 2016.

Mayor Neitzel read a thank you from David Hepler about working together in our community.

Alderman Hoefle said Saturday, October 1, 2016 from 3:00 -6:00 p.m. is Oktoberfest at the Oasis.

Mayor Neitzel said Community Night Thursday, October 6, 2016 from 5:00 p.m. - 7:00 p.m. at Ray Wright Park.

Alderman Welch said he has multiple instances where he has heard that another Alderman and  he does not want to step on toes. He asked if this would be something to discuss implementing a process to be consistent. He wanted this to be a priority.

Alderman Tibbs made a motion to adjourn the meeting and Alderman Hom seconded it. There were eight ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays, and none absent; motion carried.
