Minutes of the City of Lincoln City Council Committee of the Whole Meeting held in the Council Chambers on Tuesday, October 11, 2016.

Mayor Neitzel called the regular City Council Committee of the Whole Meeting to order at 7:00

p.m. There were six Aldennen present (Aldennan Bauer,Aldennan Hoefle, Alderman Hoinacki, Alderman Parrott, Alderman Tibbs and Aldennan Welch) and two absent (Alderman Hom and Alderman Mourning). Also present were Street Superintendent Mr. Landers, Assistant Fire Chief Coffey, Building and Safety Officer Mr. Lebegue and Police Chief Adams. Also present were Mayor Neitzel, City Treasurer Mr. Conzo, City Attorney Mr. Blinn Bates, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

Mayor Neitzel led the Pledge of Allegiance.

Public Participation:

There was no Public participation.

Presentation from Lincoln Citizen Dog Park Committee:

Ms. Brittany McLaughlin was present to answer the City Council's question. She is trying to find out how many dogs are in the community. The cost would be $35.00 per dog and the part of the park would be 3 acres. A fence would be placed around the dog park. Entry would be through a passcode device. They have a Facebook page where you can go on to see what questions you might have.

1016 Trick or Treat Hours -Mondav.October 31.1016 5-8 p.m.:

Mayor Neitzel said Trick or Treat Hours for Halloween would be on Monday, October 31, 2017 from 5:00 p.m. through 8:00 p.m.

Ordinance :1016 General Obligation Bond & Public Hearing:

City Administrator Mr. Johnson this is the bond that the City can get every three years. This is used to purchase equipment and capital items. It is not used for filling gaps on operational budgets.

City Treasurer Mr. Conzo said this has been done every three years for several years.     This assisted to buy a firetruck and the next payment will be the last payment.

This will be placed on the November 7, 2016 agenda and the Public Hearing will be held on October 17, 2016 at 7:00 p.m.

Special Use Permit -Mobilitie - Galena/N. Sangamon:

Safety and Building Officer Mr. Lebegue said this will give a boost and more data. This is proposed in they are of Galena and North Sangamon. There are residential properties close to it.


The Zoning Board of Appeals met and approved the tower. There were some residents that live in that area and there are several different zones in that area. This is a utility pole. The residences in that are against this tower.

Alderman Welch said he wanted more information on the safety hazards. He didn't know about this until a constituent told him about. He would like to see a safety study. He said the residents are not in favor.

Sidewalk Replacement Change of Scope:

City Administrator Mr. Johnson said Halverson was awarded the bid for 2016 sidewalk: and curb replacement did a field verification of the sidewalk in the area that is going to be replaced. They were supposed to replace the sidewalk at St. John's church but Halverson believed that it was still in good shape. They were looking at replacing 80 foot of linear foot of sidewalk: to the West of Pine Street. The removal of the apron and the additional 80 feet does increase the overall amount which was awarded at $125,233.00 to $126,050.00 increasing by a net of $1Al7.00. This amount is still lower than was in the budget.

Alderman Hoinacki said to place this on the agenda on October 17, 2017.

Street Facility Furniture Bid Award:

City Administrator Johnson opened three bids for the furniture: Henrickson and Company (Itasca) - $38,556.96

Widmer Interiors (Peoria) - $40,012.00 Resource One (Springfield) - $31,860.44.

City Administrator Mr. Johnson said they solicited bids in town but did not receive any bids. The low bid was from Resource One and includes desks, chairs,  conference room tables, breakroom tables for the new street facility.

This will be placed on the agenda for Monday, October 17, 2017.

Street Facility -Change Order #5 & #7:

Mr. John Bishop said this Change order is due to the in floor radiant heat which covers three quarters of the building and some additional structural steel required in foundations. There was an issue with radiant floor design and need to have some additional pipe that is needed and the floors have not been poured yet so this is the time that it needs to be done. There is some additional rebar that is needed in the masonry of the exterior walls. This was somehow omitted in the details.   The cost is $4,000.00.

Alderman Hoinacki asked to have this on the agenda for Monday, October 17, 2017.


Other Discussion:

Mayor Neitzel asked to have on the agenda for the approval of the new Planning Commissioners Brian Fuiten and Jim Wessbecker.

Mayor Neitzel asked to have on the agenda for the approval of new Historic Preservation members Brenda Short and Mark Shew.

City Administrator Mr. Johnson said he had received bids for the force main relocation of South State Street. They opened five bids for this work and the low bid ($30,956.00) was from Petersburg Plumbing and Excavating. He said American Water Manager Mr. Ferguson asked for the Council's approval of the design and solicitation of proposals for the force main for State Street to move it to an area outside the wing walls of the bridge. There are funds available in the Sewer line to cover on the cost. He asked to have this on the bridge.

Alderman Hoinacki placed this on the agenda for Monday, October 17, 2017.

Police Chief Adams said they no longer have a canine unit in Logan County. He said the dog and the other costs that go along with having a dog is about $56,000.00 for everything. He received a flyer from Millstadt and they are actually getting rid of their canine unit. They are also getting rid of their 2007 Chevy Tahoe that is outfitted with lights, sirens and everything you need except the radio. He said they wanted $15,000.00 for the vehicle and about $6,500.00 for the dog. He wasn't real interested but shot them a price of $12,000.00 for the vehicle with all the equipment and they accepted and said they would throw in the dog. This is coming out of the drug fund. Ryan Sullivan will be the handler.

Executive Session:

Alderman Tibbs moved to go into Executive Session under 5 ILCS 120/2(c)(l1) litigation and Alderman Welch seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six yeas (Alderman Bauer,Alderman Hoefle, Alderman Hoinacki, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays, and two absent (Alderman Hom and Alderman Mourning); motion carried.

The meeting adjourned at 8:37 p.m.

The meeting returned to regular session at 9:05 p.m.

City Clerk Mrs. Gehlbach called the roll call. There were six yeas (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays, and two absent (Alderman Hom and Alderman Mourning); motion carried.

Aldennan Tibbs made a motion to adjourn the meeting and Alderman Parrott seconded it. There were six yeas (Alderman Bauer, Aldennan Hoefle, Alderman Hoinacki, Aldennan Parrott, Alderman Tibbs and Alderman Welch), zero nays, and two absent {Alderman Hom and Alderman Mourning); motion carried.
