Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Tuesday, January 17, 2017.

Mayor Neitzel called the regular City Council Meeting to order at 7:00 p.m. City Treasurer Mr. Conzo called the roll call. There were six Aldermen present (Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, and Alderman Welch) and two absent (Alderman Bauer and Alderman Tibbs). Also present were Street Superintendent Mr. Landers, Police Chief Adams and Fire Chief Miller. Also present were Mayor Neitzel, City Treasurer Mr. Conzo, City Administrator Mr.Johnson, City Clerk Mrs. Gehlbach and Recording Secretary Mrs. Riggs.

Mayor Neitzel led the Pledge of Allegiance.

Public Participation:

Mrs. Wanda Rohlfs was present to discuss about not being able to hear about the cost on the different road work projects at last week's meeting.

Ma yor Nei t7,el called for the Consent Agenda by Omnibus V ote: Payment of Bills

Alderman Horn moved to approve the Consent Agenda as read and Alderman Hoinacki seconded it. Alderman Hoinacki said he would revoke is second and Alderman Horn revoked her motion. Alderman Horn moved to approve the Consent Agenda without the Bill for the Code enforcement attorney and Alderman Hoinacki seconded it.

City Clerk Mrs. Gehlbach called the roll call. There were six ayes (Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, and Alderman Welch), zero nays, and two absent (Alderman Bauer and Alderman Tibbs); motion carried.

Ordinances and Resolutions:

Resolution #2017-335 honoring Catholic Schools Week from Monday, January 30, 2017 through Friday, February 3, 2017

Alderman Hoinacki moved to approve Resolution #2017-335 honoring Catholic Schools Week from Monday, January 30, 2017 through Friday, February 3, 2017 and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six ayes (Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Mourning, Alderman Parrott, and Alderman Welch), zero nays, and two absent (Alderman Bauer and Alderman Tibbs);motion carried.

There were no bids to come before the City Council.

City Treasurer gave an oral report for December, 2016, and a copy is on file. City Clerk Report for December, 2016 is on file.

Approval of agreement with Crawford, Murphy & Tiily (GMT) for an increased scope for the First Street Project in an amount not to exceed $69,973.00

Aldennan Hoinacki moved to approve the agreement with Crawford, Murphy & Tilly (CMT) for an increased scope for the First Street Project in an amount not to exceed $69,973.00 and Alderman Mourning seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six ayes (Alderman Hoefle, Aldennan Hoinacki, Aldennan Hom, Aldennan Mourning, Alderman Parrott, and Alderman Welch), zero nays, and two absent (Alderman Bauer and Alderman Tibbs); motion carried.

Approval of agreement with Hanson Engineering for an increased scope for the Fifth Street Road Project in an amount not to exceed $10,487.00

Alderman Welch moved to approve agreement with Hanson Engineering for an increased scope for the Fifth Street Road Project in an amount not to exceed $10,487.00 and Alderman Hom seconded it. There were six ayes (Alderman Hoefle, Alderman Hoinacki, Aldennan Hom, Alderman Mourning, Alderman Parrott, and Alderman Welch), zero nays, and two absent (Alderman Bauer and Alderman Tibbs); motion carried.

Approval of Final Pay Request to Hoerr Constructionfor the 2016 CfPP Sewer Lining Project in an amount not to exceed $17,327.23

Aldennan Parrott moved to approve Final Pay Request to Hoerr Construction for the 2016 CIPP Sewer Lining Project in an amount not to exceed $17,327.23 and Alderman Hoefle seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six ayes (Alderman Hoefle, Alderman Hoinacki, Aldennan Hom, Alderman Mourning, Alderman Parrott, and Alderman Welch), zero nays, and two absent (Alderman Bauer and Alderman Tibbs); motion carried.

Approval of implementation of the Pavement Management Assessment and Modeling System (PAVER) through an agreement with Farnsworth Group in an amount not to exceed $43,918.00

Alderman Hoefle moved table and Alderman Welch seconded it. Alderman Welch and Alderman Hoefle rescinded their motion. Alderman Hoefle moved to amend the motion for two weeks and Aldennan Welch seconded it. City Clerk Mrs. Gehlbach called the roll call. There were five ayes (Alderman Hoefle, Alderman Hom, Alderman Mourning, Alderman Parrott, and Alderman Welch), one nay (Alderman Hoinacki), and two absent (Alderman Bauer and Alderman Tibbs); motion carried.

Advise and consent to a Mayoral appointment to the Historic Preservation Commission

Alderman Welch moved to approve the Mayoral appointment to the Historic Preservation Commission of Mr. Jim Wilmert and Alderman Hoefle seconded the motion. City Clerk Mrs. Gehlbach called the roll call. Other Discussion:

 

Mayor Neitzel said January 23, 2017 a blood drive will be held at ALMH from 10:00 a.m. to 3:00 p.m.

 

 

Alderman Welch thanked Mr. Landers and his crew for the work on the roads during the inclement weather.

 

 

Aldennan Mourning said the communication for what was going on and the citizens could see when the plows would be out and about.
