Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Tuesday, February 21, 2017.

Mayor Neitzel called the regular City Council Meeting to order at 7:00 p.m. City Treasurer Mr. Conzo called the roll call. There were six Aldermen present (Alderman Hoefle, Alderman Hoinacki, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch) and two absent (Alderman Bauer and Alderman Hom). Also present were Street Superintendent Mr. Landers, Police Chief Adams, Deputy Building and Safety Officer Mrs. Ingram and Fire Chief Miller. Also present were Mayor Neitzel, City Treasurer Mr. Conzo, City Administrator Mr. Johnson, City Attorney Mr. Blinn Bates, City Clerk Mrs. Gehlbach and Recording Secretary Mrs. Riggs.

Mayor Neitzel led the Pledge of Allegiance.

Public Participation:

Mayor Neitzel said that Alderman Hom had fallen and broken her femur.

Mr. Geoff Ladd said the grant through the National Park Service and the work on the restrooms has been completed. Everyone has been paid. The Tourism Board is giving the Mill a donation. Integrity Data is giving technology for the Mill. There will be a Grand Opening on April 29, and they were trying to pull a parade together from downtown to the Mill.

Mrs. Wanda Rohlfs was present to address the PAVER program. City Administrator Mr. Johnson said the PAVER program was brought to the City by Farnsworth. Mrs. Rohlfs wanted to know who does the revision for a budget item. City Administrator Mr. Johnson said the staff brings those items to him.

Mr.James Reynolds said he called and said Mr. Bates refused to speak to him. He understood that the police department had purchased Jefferson School. He wanted to know why $75,000.00 went to purchase the Jefferson School.

Mr. Mike Eads thanked the City Council for their efforts on St. Clara's Manor. This will be a state of the art facility. There will be new jobs.

Alderman Hoinacki moved to approve the Consent Agenda as read and Alderman Parrott seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six ayes (Alderman Hoefle, Alderman Hoinacki, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch) and two absent (Alderman Bauer and Alderman Hom); motion carried.


Ordinances and Resolutions :

There were no Ordinances and Resolutions to come before the City Council.

Bids:

Approval of bidfrom T. Kirk Rush, Inc.for the grinding and removal of various material from the City Landfill not to exceed $51,700.00

Alderman Tibbs moved to approve the bid from T. Kirk Rush, Inc. for the grinding and removal of various material from the City Landfill not to exceed $51,700.00 and Alderman Welch seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six ayes (Alderman Hoefle, Alderman Hoinacki, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch) and two absent (Alderman Bauer and Alderman Horn); motion carried.

City Treasurer gave an oral report for January, 2017, and a copy is on file. City Clerk Report for January, 2017 is on file.

Department Heads Reports for December, 2016 (Fire Department and Police Department).

New Business/Communications:

Approval of motion to reconsider previously approved motion for the implementation of the Pavement Management Assessment and Modeling System (PAVER) through an agreement with the Farnsworth Group in an Amount not to exceed $43,918.00

Alderman Parrott moved to approve the motion to reconsider previously approved motion for the implementation of the Pavement Management Assessment and Modeling System (PAVER) through an agreement with the Farnsworth Group in an amount not to exceed $43,918.00 and Alderman Hoefle seconded it. Alderman Parrott moved to remove his motion and Alderman Hoefle moved to remove his second. Alderman Hoinacki moved to remove this from the agenda and Alderman Parrott seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six ayes (Alderman Hoefle, Alderman Hoinacki, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch) and two absent (Alderman Bauer and Alderman Horn);motion carried.

Approval of Change Order #3 with R. D. La.wrence Construction Companyfor the Lincoln Depot in an amount not to exceed $42,426.00; that amount to be funded through the contingency budget of the construction agreement with the State of Illinois

Alderman Welch moved to approve the Change Order #3 with R. D. Lawrence Construction Company for the Lincoln Depot in an amount not to exceed $42,426.00; that amount to be funded through the contingency budget of the construction agreement with the State of Illinois and Aldennan Mourning seconded it. Approval of the 2017 &hedule of the Lincoln Speedway under the conditions of the 2015 Lincoln Speedway Racetrack Guidelines

Alderman Tibbs moved to approve the 2017 Schedule of the Lincoln Speedway under the conditions of the 2015 Lincoln Speedway Racetrack Guidelines and Alderman Hoefle seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six ayes (Alderman Hoefle, Alderman Hoinacki, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch) and two absent (Alderman Bauer and Alderman Hom); motion carried.

Approval of locationfor the installation of the restored Tropics sign

Alderman Hoefle moved to approve the location for the installation of the restored Tropics sign and Alderman Welch seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six ayes (Alderman Hoefle, Alderman Hoinacki, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch) and two absent (Alderman Bauer and Alderman Hom); motion carried.

Approval of expenditure o/ $17,000.00/or the Tropics sign

Alderman Parrott moved to approve the expenditure of $17,000.00 for the Tropics sign and Alderman Welch seconded the motion. City Clerk Mrs. Gehlbach called the roll call. There were six ayes (Alderman Hoefle, Alderman Hoinacki, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch) and two absent (Alderman Bauer and Alderman Hom); motion carried.

Advise and consent to three appointments to the Logan County Tourism Board

Alderman Tibbs moved to approve the three (Marilyn Wheat, Cindy Fleshman, and Kenna Schafer) appointments to the Logan County Tourism Board and Alderman Hoefle seconded the motion. City Clerk Mrs. Gehlbach called the roll call. There were six ayes (Alderman Hoefle, Alderman Hoinacki, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch) and two absent (Alderman Bauer and Alderman Hom); motion carried.

Approval of request from WLCN Radio and the LCHS Junior Class to close Broadway Street from Kickapoo Street to McLean Streetfor the 2017 Royal Grand March

Alderman Mourning moved to approve the request from WLCN Radio and the LCHS Junior Class to close Broadway Street from Kickapoo Street to McLean Street for the 2017 Royal Grand March and Alderman Welch seconded the motion. Approval of request from Railsplitter Antique Auto Club to close various streets for the car cruise-lns on May 27, 2017, June 24, 2017, July 22, 2017, and September 23, 2017from 5:00 p.m. to 8:00p.m.

There were six ayes (Alderman Hoefle, Alderman Hoinacki, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch) and two absent (Alderman Bauer and Alderman Hom); motion carried.

Mayor Neitzel read a thank you note from the Myna Sampson family.

 

 

Alderman Hoinacki said the Boy Scouts will be selling tickets for the Barbecue on Sunday, March 19k, 2017.

 

 

Alderman Mourning said this weekend is the John Welch basketball tournament. Possible Executive Session:

Alderman Tibbs moved to adjourn the meeting and Alderman Hoinacki seconded it. There were seven ayes (Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays, and one absent (Alderman Bauer);motion carried.
