Minutes of a Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, March 6, 2017.

Mayor Neitzel called the Regular City Council Meeting to order at 7:00 p.m.

City Clerk Mrs. Gehlbach called the roll. There were seven Aldermen present (Alderman Bauer, Alderman Hoinacki, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch) and one absent (Alderman Hom). Also present were City Street Superintendent Mr. Landers, Fire Chief Miller, Assistant Building and Safety Officer Mrs. Ingram, EMC Manager Mr. Ferguson and Police Chief Adams. Also present were Mayor Neitzel, City Treasurer Mr. Conzo, City Administrator Mr. Johnson, City Attorney Mr. Blinn Bates, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

Pledge of Allegiance:

Mayor Neitzel led the Pledge of Allegiance.

Public Participation :

Mayor Neitzel thanked the City Council, she was honored to represent the City of Lincoln, thanked those who voted for her at the election, Mr. Johnson, she was very proud of the department heads, the City Clerk's office assisted her in day to day operations, and she congratulated Seth Goodman on his election as the Mayor.

Alderman Tibbs moved to approve the Consent Agenda and Alderman Bauer seconded it. City Clerk Mrs. Gehlbach called the roll call. City Clerk Mrs. Gehlbach called the roll call. There were seven ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch) and one absent (Alderman Hom).

Ordinances and Resolutions

There were no Ordinances or Resolutions to come before the City Council.

Bids:

There were no bids to come before the City Council.

Reports:

There were no reports to come before the City Council.

New Business/Communications:

There were no New Business or Communications to come before the City Council.

Announcements:

 

City Attorney Mr. Blinn Bates said there were bills that are due and owing City Court. June 15, 2015 was the date when the City Court started. The main cases are nuisance cases.

 

 

Police Chief Adams said there will be more cases with the new cannabis law but they will get through the City system quicker than the State level. Alderman Welch said this is an undue burden on the citizens of Lincoln.

 

 

City Attorney Mr. Blinn Bates said the County Court system does not allow for time to meet with defendants at the Courthouse. The cases at the City Court give him the opportunity to talk with Defendants before the cases are heard. They have now started hearing the cannabis cases.

 

 

Alderman Tibbs thought this was a transparency issue. Mayor Neitzel said this will be placed on the COW agenda.

 

 

Alderman Tibbs received a call from a constituent regarding payment for a brick for a veteran. She spoke with Dena Manley. She spoke with Mr. Landers and he is more than happy to assist with this project. Applications are at Manley Monuments.

 

 

Alderman Mourning gave notice that tonight would be his last night as Alderman. He needs to step away for family obligations.

Alderman Hoinacki moved to go into Executive Session under 5 ILCS 120/2(c)(l) Personnel and Alderman Welch seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Mourning, Alderman Parrott, Alderman Tibbs, and Alderman Welch), zero nays and one absent (Alderman Horn); motion carried.

 

 

The meeting adjourned at 8:04 p.m.

 

The meeting returned to regular session at 8:36 p.m.

Alderman Tibbs moved to adjourn the meeting and Alderman - seconded it. There were six ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Parrott,Alderman Tibbs, and Alderman Welch), zero nays, one seat vacant and one absent (Alderman Horn); motion carried.
