Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, March 20, 2016.

Mayor Neitzel called the regular City Council Meeting to order at 7:30 p.m. City Clerk Mrs. Gehlbach called the roll. There were seven Aldermen present {Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Parrott, Alderman Tibbs and Alderman Welch), one seat vacant and none absent. Also present were Street Superintendent Mr. Landers, American Water Manager Mr. Ferguson, Police Chief Adams, and Fire Chief Miller. Also present were Mayor Neitzel, City Treasurer Mr. Conzo, City Attorney Mr. Blinn Bates, City Administrator Mr. Johnson, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

A moment of silence was held in memory of the daughter of former Judge Dehner. Mayor Neitzel led the Pledge of Allegiance.

Public Participation:

Mrs. Rohlfs questioned the amounts for items 9c approval of contract for the grinding and removal of the landscape waste stockpile between T. Kirk Brush, Inc. and the City of Lincoln in an amount not to exceed $51,700.00 and 9e approval of authorization for the Mayor and City Administrator to approve change orders for work on the Depot inamounts not to exceed $20,000.00.

Alderman Hoinacki moved to approve the continuation of the City Court process and the extension of the City Court Hearing Officer's Contract and Alderman Welch seconded it. City Clerk Mrs. Gehlbach called the roll call. There were two ayes (Alderman Bauer and Alderman Hoinacki), five nays (Alderman Hoefle, Aldermaii Horn, Alderman Parrott, Alderman Tibbs and Alderman Welch}, one seat vacant and none absent; motion failed.

Mayor Neitzel asked the Citizens of Lincoln to not throw old televisions in the recycle bins on Kickapoo Street.

 

 

Alderman Welch wished Alderman Tibbs a Happy Birthday. Alderman Parrott was glad that Alderman Horn was back.

 

Mayor Neitzel said there are nine people who would like to be the 3ro Ward Alderman. She asked that Wanda Rohlfs, Kevin Bateman, Alderman Tibbs, and herself to bow out gracefully.
