Minutes of a Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday,April 3, 2017.

Mayor Neitzel called the Regular City Council Meeting to order at 7:02 p.m.

City Clerk Mrs. Gehlbach called the roll. There were six Aldermen present (Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Parrott, Alderman Tibbs and Alderman Welch) and one absent (Alderman Hoefle). Also present were City Street Superintendent Mr. Landers, Fire Chief Miller, Assistant Building and Safety Officer Mrs. Ingram, EMC Manager Mr. Ferguson and Police Chief Adams. Also present were Mayor Neitzel, City Treasurer Mr. Conzo, City Administrator Mr. Johnson, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs.Riggs.

Pledge of Allegiance:

Mayor Neitzel led the Pledge of Allegiance.

Public Participation:

There was on Public Participation.

Presentation by Logan County Joint Solid Waste Agencv:

Mrs. Mitzi Rohlfs and Mr. Jim Struebing were present to answer questions and talk about issues that the City has. Alderman Bauer said they were concerned over the length of the contract. City Administrator Mr. Johnson said if the Joint Solid Waste Agency was insolvent and how much the City could be on the hook for.

Mr. Struebing said it was 1996 when they first started the plan for the Joint Solid Waste. This was a mandate by the state and was morally responsible. This was keeping more items out of the landfill. The responsibilities were on the County and they made sure the individuals from all the townships were involved in the recycling. There are more materials being produced. This is a county wide program. Dennis Hartman was a part of developing the recycling program. The City of Lincoln Sanitation committee was a part of the program. The recyclables are still a problem and he wanted to know what was wrong with 20 years.

Ms. Mitzi Rohlfs said paper is where they make rebates. This off sets the cost for plastics. They have received some money from comingles. Every community in Logan County except Lawndale and Latham have recycle bins.

Mr. Struebing said they are going to continue the way they have done in the past. They are trying to deal with all the problems. They were trying to keep everyone in the program and the City of Lincoln still has to pay. Ifthe City of Lincoln changes what they are doing they still have to recycle.

Resolution #2017-338 authorizing Peggy Bateman to participate in the Illinois Municipal Retirement Fund (/MRF) as an elected official, effective May 1, 2017

Aldennan Tibbs moved to approve the Resolution # 2017-338 authorizing Peggy Bateman to participate in the Illinois Municipal Retirement Fund (IMRF) as an elected official, effective May 1, 2017 and Alderman Bauer seconded it. Resolution #2017-339 authorizing Peggy Bateman to serve as the Authorized Illinois Municipal Retirement Fund (/MRD) Agentfor the City of Lincoln, effective May 1, 2017

Alderman Hom moved to approve the Resolution # 2017-339 authorizing Peggy Bateman to serve as the Authorized Illinois Municipal Retirement Fund (IMRD) Agent for the City of Lincoln, effective May 1, 2017 and Alderman Parrott seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six ayes (Alderman Bauer, Alderman Hoinacki, Alderman Hom, Aldennan Parrott, Aldennan Tibbs and Alderman Welch), one seat vacant and one absent (Alderman Hoefle).

There were no bids to come before the City Council.

New Business/Communications:

Request from VFW Post 1756 to permit use of Postville Park for Route 66 Garage Sales from June 9 - 11, 2017,pending proof of insurance

Alderman Tibbs moved to approve the Request from VFW Post 1756 to permit use of Postville Park for Route 66 Garage Sales from June 9-11,2017, pending proof of insurance and Alderman Hom seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six ayes (Alderman Bauer, Aldennan Hoinacki, Alderman Hom, Alderman Parrott, Alderman Tibbs and Aldennan Welch), one seat vacant and one absent (Alderman Hoefle).


Request from American Legi.on Auxiliary #263 to distribute poppies on Friday, March 26, 2017 from 12:00p. m. to 8:00 p.m. and on Saturday, May 27, 2017from 8:00 a.m. to 12:00 p. m. at the corner of N. McLean and Broadway Streets, pending proof of insurance

Aldennan Bauer moved to approve the Request  from American Legion Auxiliary  #263 to distribute poppies on Friday, March 26, 2017 from 12:00 p.m. to 8:00 p.m. and on Saturday, May 27, 2017 from 8:00 a.m. to 12:00 p.m. at the corner of N. McLean and Broadway Streets, pending proof of insurance and Aldennan Welch seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six ayes (Aldennan Bauer, Alderman Hoinacki, Alderman Hom, Aldennan Parrott, Alderman Tibbs and Aldennan Welch), one seat vacant and one absent (Aldennan Hoefle).

Approval of renewal of the employee Life and Dental Insurance Plans with Principal Life Insurance for FY 2017-2018

Alderman Welch moved to approve the renewal of the employee Life and Dental Insurance Plans with Principal Life Insurance for FY 2017-2018 and Aldennan Parrott seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six ayes (Alderman Bauer, Aldennan Hoinacki, Aldennan Horn, Aldennan Parrott, Aldennan Tibbs and Alderman Welch), one seat vacant and one absent (Alderman Hoefle).

Announcements:

Aldennan Tibbs said they have heard a lot about the siren in Ward 3 due to a storm. She asked Fire Chief Miller to give a report.

Fire Chief Miller said on March 5, 2017 the siren was damaged and reported to the damage to City Clerk Mrs. Gehlbach. This was covered through the City of Lincoln's insurance. He believed there was no charge to the City of Lincoln. There was a $5,000.00 deductible. They are waiting on the siren to be delivered.

Police Chief Adams gave an update on the building and they will be sending out the bids tomorrow and they will be opened on May 9, 2017.

Mayor Neitzel said she has done a lot of thinking this past week and she felt that she had lost confidence and support of the City Council and therefore referring to her successor, Mayor Elect Goodman to appoint the Third Ward Alderman seat.

Possible Executive Session

There was no Executive Session held.

Aldennan Tibbs moved to adjourn the meeting and Alderman Horn seconded it. City Clerk Mrs. Gehlbach called the roll call. There were six ayes (Aldennan Bauer, Alderman Hoinacki, Alderman Horn, Alderman Parrott, Aldennan Tibbs and Alderman Welch), one seat vacant and one absent (Alderman Hoefle).
