Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, May 1, 2017.

Mayor Pro Tern Hoinacki called the regular City Council Meeting to order at 7:00 p.m.

City Clerk Mrs. Bateman called the roll. There were seven Aldermen present (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Parrott, Alderman Tibbs and Alderman Welch), none absent, and one seat vacant. Also present were Waste Water Manager Mr. Ferguson, Street Superintendent Mr. Landers, Police Chief Adams, and Fire Chief Miller. Also present were Mayor Goodman, City Administrator Mr.Johnson, City Treasurer Mr. Conzo, City Clerk Mrs. Bateman, and Recording Secretary Mrs. Riggs.

City Attorney Mr.Blinn Bates swore in Mayor Seth A. Goodman (4 year term) Mayor Goodman swore in:

City Clerk Peggy Bateman (4 year term)

City Treasurer Charles N. (Chuck) Conzo (4 year term) Alderman Ward 1 Steven Parrott (4 year term) Alderman Ward 1 Tracy L. Welch (2 year term)

Alderman Ward 2 Kathleen M. "Kathy" Horn (4 year term) Alderman Ward 3 Ron Keller (4 year term)

Alderman Ward 4 Jeff Hoinacki (4 year term)

Alderman Ward 4 Richard B. "Rick" Hoefle (2 year term) Mayor Goodman led the Pledge of Allegiance.

City Clerk Mrs. Bateman called the roll. There were seven Aldermen present (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Keller, Alderman Parrott, and Alderman Welch), none absent, and one seat vacant.

Announcement of Zach Camille, Firefighter's completion of one year probationary period Fire Chief Miller said Zach Camille will finish his probation on May 3, 2017 and presented him with the fireman shield.

Public Participation:

Mrs. John wanted to know what violation the City Sewer is in that they have to make costly repairs. Mr.Ferguson said this has to do with overflow (only allowed 4 per year).

Mrs. Janua said this was a very high bill and suggested an audit of the City of Lincoln finances. She wanted to know if they could find places to cut.

Alderman Hom moved to approve the Consent Agenda as read and Alderman Hoinacki seconded it. City Clerk Mrs. Bateman called the roll call. There were seven ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Keller, Alderman Parrott, and Alderman Welch), zero nays, one seat vacant and none absent; motion carried.

Ordinances and Resoluti.ons:

There were no Ordinances or Resolutions to come before the City Council.

Bids:

There were no Bids to come before the City Council.

Reports:

There were no Reports to come before the City Council.

New Business/Communicati ons:

Mayor Goodman said they are interviewing people for the position of Code Enforcement Officer.

Mayor Goodman said he knew there were people wondering about the Ward 3 seat. He said at this time a decision has not been made on who will fill that position.

Street Superintendent Mr. Landers said starting this Wednesday the  landscape facility will be open.

Alderman Hoinacki moved to adjourn the meeting and Alderman Bauer seconded it. City Clerk Mrs. Bateman called the roll call. There were seven ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Keller, Alderman Parrott, and Alderman Welch), zero nays, one seat vacant and none absent; motion carried.
