Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, June 5, 2017.

Mayor Goodman called the regular City Council Meeting to order at 7:00 p.m.

City Clerk Mrs. Bateman called the roll. There were seven Aldermen present (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Parrott, Alderman Tibbs and Aldennan Welch), none absent, and one seat vacant. Also present were Street Superintendent Mr. Landers, Police Chief Adams, Deputy Safety and Building Officer Mrs. Ingram, and Fire Chief Miller. Also present were Mayor Goodman, City Administrator Mr. Johnson, City Treasurer Mr. Conzo, City Clerk Mrs. Bateman, and Recording Secretary Mrs. Riggs.

Mayor Goodman led the Pledge of Allegiance.

Street Superintendent Mr. Landers said that the City had received the Tree City recognition for the 16th year.

The following awards were given to the following: 3rd Place -Mashell King

2nd Place -Peyton Marie Bishop

1st Place -Kosiah Jaeger (not present)

Ms. Cheryl Sampson was present to discuss the street departmenf s new building and was upset that the new street and alley facility was so close to her property. Her property is at 1630 Pekin Street. The road to the new facility is right at her house. She would like the road into the Street and Alley facility to be moved. A verbal agreement was made by her attorney and given to the City of Lincoln Attorney. The contract  has not been finalized. She feels she should be compensated.

Mayor Goodman said he would contact Ms. Sampson and set up a meeting with her.

Approval of bids from Gene Mehan d/b/a Gene Mehan mowing as the primary code enforcement mowing service and Michael Neitzel d/b/a Complete Lawn Care as a supplementary mowing service for nuisance abatement

Advise and Consent to Mayoral appointment of Alderman for Ward 3 (unexpired term)

Aldennan Bauer moved to approve the Mayoral appointment of Heidi Browne as Alderman for Ward 3 and Alderman Hoinacki seconded it. City Clerk Mrs. Bateman called the roll call. There were seven ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Keller, Alderman Parrott, and Alderman Welch), zero nays, one seat vacant and none absent; motion carried.

Mayor Goodman swore in Heidi Browne as Ward 3 Alderman.


Advice and Consent to Mayoral appointment of Code Enforcement Officer

Alderman Welch moved to approve the Mayoral appointment of Code Enforcement Officer Wes Woodhall and Alderman Hom seconded it. City Clerk Mrs. Bateman called the roll call. There were seven ayes (Alderman Bauer, Alderman  Hoefle, Alderman  Hoinacki, Alderman Hom, Alderman Keller, Alderman Parrott, and Alderman Welch), zero nays, one abstention (Alderman Browne) and none absent; motion carried.

Mayor Goodman swore in Wesley Woodhall as Code Enforcement Officer

Alderman Bauer moved to approve the Mayoral appointment of Deputy Department Heads and Police Department Administrative Assistant and Alderman Hoefle seconded it. There were seven ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Keller, Alderman Parrott, and Alderman Welch), zero nays, one abstention (Alderman Browne) and none absent; motion carried.

Deputy Police Chief -Matthew Vlahovich was sworn in by Mayor Goodman. Deputy Clerk -Julie Landers was sworn in by Mayor Goodman

Approval of Amended Rules of Orderfor Public Commentfor meetings of the City Council

Alderman Bauer moved to approve Amended Rules of Order for Public Comment for meetings of the City Council and Alderman Welch seconded it. City Clerk Mrs. Bateman called the roll call. There were five ayes (Alderman Bauer, Alderman Hoinacki, Alderman Hom, Alderman Parrott, and Alderman Welch), two nays (Alderman Hoefle and Alderman Keller), one abstention (Alderman Browne) and none absent; motion carried.

Approval of Change order #8, 9, 11, 12 & 13for work at the Lincoln Depot in an amount not to exceed $10,939.00 pertaining to the High-Speed Rail Project, with reimbursement from the contingency budget

Approval of renewal of the agreement between the Logan County Regional Planning Commission and the City of Lincoln

 

 

Alderman Hoinacki moved to approve the renewal of the agreement between the Logan County Regional Planning Commission and the City of Lincoln and Alderman Bauer seconded it. City Clerk Mrs. Bateman called the roll call. There were seven ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Keller, Alderman Parrott, and Alderman Welch), zero nays, one abstention (Alderman Browne) and none absent; motion carried.

 

 

Announcements:

 

Alderman Hom said she had a constituent call and ask if you had to have a permit to have a lemonade stand. Mayor Goodman said he did not believe so.

 

 

Alderman Bauer gave a public thank you to the Fire Department, Police Department and Chris Graue for the Up In Smoke event.

 

 

Alderman Hoinacki said the Route 66 yard sales will be this weekend.

 

 

Mayor Goodman said the Relay for Life will place purple ribbons on the light posts downtown. Alderman Bauer said the relay is actually June 17, 2017.

 

 

Mayor Goodman said the Veterans Park you can have bricks for veterans.

 

 

Mayor Goodman drew for the Home of the Month and the winner was Jack and Dorothy Bale.

 

 

Executive Session

 

There was no Executive Session.

 

 

Alderman Welch moved to adjourn the meeting and Alderman Hom seconded it. City Clerk Mrs. Bateman called the roll call. There were eight ayes (Alderman Bauer, Alderman Browne, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Parrott, and Alderman Welch), zero nays and none absent; motion carried.
