Minutes of the City of Lincoln City Council Committee of the Whole Meeting held in the Council Chambers on Tuesday, November 15, 2016.

Mayor Neitzel called the regular City Council Committee of the Whole Meeting to order at 7:00

p.m. There were eight Aldermen present (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch) and none absent. Also present were Street Superintendent Mr. Landers, Fire Chief Miller, Waste Water Manager Mr. Ferguson and Police Chief Adams. Also present were Mayor Neitzel, City Administrator Mr. Johnson, City Treasurer Mr. Conzo, City Attorney Mr. Blinn Bates, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

Mayor Neitzel led the Pledge of Allegiance.

Public Participation:

There was no Public participation.

2017 Council Meeting and Holiday Schedule:

City Administrator Mr. Johnson said the calendar is the same as last year with one exception 2nd Committee of the Whole falls on February 28, 2017 which is election night. There will not be a meeting that evening.

Alderman Mourning asked what type of different meeting structures.  City Administrator Mr.

Johnson said it depends on each structure.

This will be placed on the Consent Agenda for Monday, November 21, 2016.

Change Orders #1 and #2 -2016 Slip Lining Proiect:

Waste Water Manager Mr. Ferguson said he had three sections that he did not review and if he had reviewed he would have seen this and would have addressed it.

Alderman Hoefle asked to have this on the agenda.

Amendment to Special Policing Agreement:

City Administrator Mr. Johnson said Mr. Blinn Bates and Police Chief Adams are agreeable with the contract with Lincoln College for different events. Alderman Tibbs said she would vote in favor of this agreement.

This will be placed on the November 21, 2016 agenda.

Amendment to the City of Lincoln Polici es and Procedures Handbook

City Administrator Mr. Johnson said they were recommending comp time which would allow the

City of Lincoln employees that are salaried would allow them comp time. This would allow comp time instead of being paid for, this must be used in the calendar. The Department Head is allowed to use comp time. The budget could increase in future use.

This will be placed on the Agenda for Monday, November 21, 2016

Dog Park Design Work Order:

Alderman Bauer said she had heard enough that she did not think the Third Street would not work for the dog park. Alderman Tibbs agreed with Alderman Bauer and felt they should go out for bids.

Brittany said they cannot fund raise until they have agreements in place. She confirmed that 3r<1 Street was off the table. She said Melrose Park is not ideal. They are looking at 8th Street Park. She said the land is ready to go as it stands now.

Alderman Hoinacki said he is in favor of the dog park. He said Dr. Gillen and Animal Control are by railroad tracks.

Alderman Bauer said as a City their involvement that they should look at Melrose property. Brittany felt the cost would drop by talcing the Third Street property off the list. She wondered if they are looking at Melrose and the Apex site.

City Administrator Mr. Johnson said they will look at the sites and see how these are feasible. Alderman Hoefle asked if they could take V2 acre for the dog park and Y2 acre for the regular park.

Brittany said once the feasibility study is done and the Alderman have an opportunity to review and they give the green light for going forward on the project. The members will be responsible for keeping the park clean.

Alderman Welch agreed with Alderman Bauer that Third Street should come off as an option. He felt they should do a comparison on the properties. He is in favor of the dog park.

Brittany said they really want to use Apex Park. She felt they should do a comparison of Melrose and Apex parks.

Alderman Bauer said they need to be mindful to put up a fence and to see if it makes sense. Alderman Parrott said he needs to find out how many dogs they are talking about. City Administrator Mr. Johnson said they need to talk about the scope of the design with feedback from the committee and come up with an agreeable amount of space to give for the dog park.

Brittany said they do not want to set this up for it to be a failure.  Everyone agreed to go with Eighth Street.

This will be placed on the Regular Agenda for Monday, November 21, 2016.

Tourism Discussion:

City Administrator Mr. Johnson said the group is at a crossroad as to what option to go with. The Tourism has to make known if they are a non-profit or entity. They are trying to get a Director in place. They need to make a decision about whether or not a SOl(c) (3) or if it should be a separate entity.

Aldennan  Parrott said the Tourism Board has been trying to regroup with the departure of Ms. McMurtrey.

Aldennan Welch said he and Alderman Parrott were in the discussions.

He felt that the bylaws need to be redone so the public is aware of how the Tourism Bureau operates.

Alderman Hoefle has done a lot of research. He has concerns about taking over the Tourism.

Alderman Hoinacki said his only concern is the turnover of a Tourism Director. He wants someone that would stay.

City Administrator Mr. Johnson said he thought they were looking at extending the funding for a year.

This will be on the Agenda for Monday, November 21, 2016.

Other Discussion:

Alderman Tibbs said they are two weeks away for the Christmas Parade. Everyone wanted to do what they did last year. Alderman Mourning said the Monday before the parade.

Alderman Tibbs made a motion to adjourn the meeting and Alderman Hom seconded it. There were eight ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays, and none absent; motion carried.
