Minutes of the City of Lincoln City Council Committee of the Whole Meeting held in the Council Chambers on Tuesday, November 29, 2016.

Mayor Neitzel called the regular City Council Committee of the Whole Meeting to order at 7:00

p.m. There were eight Aldermen present (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch) and none absent. Also present were Street Superintendent Mr. Landers, Fire Chief Miller, Waste Water Manager Mr. Ferguson, Deputy Building and Safety Officer Mrs. Ingram and Police Chief Adams. Also present were Mayor Neitzel, City Administrator Mr. Johnson, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

Mayor Neitzel led the Pledge of Allegiance.

Public Participation :

There was no Public participation.

2017 Liabi litv Insurance :

City Administrator Mr. Johnson said there was a decrease of 2%. The largest decreases in the liability insurance were worker's compensation was decreased by 7% and cyber liability lines were decreased by 32%.

This will be placed on the Agenda for Monday, December 5, 2016.

Lincoln Depot Renovation - Change Order #1:

City Administrator Mr. Johnson said there were a number of RFP's for more work that needs to be done at the Depot. They were not able to check out the windows until they were taken out. The additional cost is $32,691.00. This does not change the City of Lincoln's contribution. These amounts are deducted from the contingency balance.

Alderman Hoefle asked to have this on the agenda for Monday, December 5, 2016.

Resolution -Abating the Tax Levied for 2016 to Pav Debt Service on $2,285,000.00 in General Obligation Bonds (Alternative Revenue Source):

City Treasurer Mr.Conzo said this happens every year. This year the payment is $173,867.00. This will be placed on the Agenda for Monday, November 21, 2016 agenda.


Resolution -Abating the Tax Levkd for 2016 to Pav Debt Service on $5.285,00.00 in General Obligation Bonds (Alternative Revenue Service):

City Treasurer Mr. Conzo said this is not a part of the levy for real estate taxes. This comes from the general fund and in one case sewer 0 and M.                         The amount this year is $639,925.00.

This will be placed on the Agenda for Monday, November 21, 2016

Ordinance -Right of Wav Jurisdictional Transfers - Pulaski & Tremont Streets:

City Administrator Mr. Johnson said this is part of the high speed rail project being done at the Depot. This will be temporary as they work on the project.

This will be placed on the agenda for Monday, December 5,2016.

Other Discussion:

Alderman Mourning asked Police Chief Adams to explain the agreement on Latham Park and Scully Park. Police Chief Adams said ifthere were any complaints they would take them to the County since the County owns Latham Park and Scully Park.

Alderman Hoefle said the city needs to learn to work with less. City Administrator Mr. Johnson said it should be pointed out that the City of Lincoln's tax levy represents somewhere between 15% and 18% of the total tax levy. Alderman Bauer said they would have to get all the taxing bodies together. She thought Alderman Hoefle should contact all the taxing bodies.

Alderman Mourning said he contacted other taxing bodies and they were not in favor of changing. City Treasurer Mr. Conzo said the levy will have to be in place and to the Courthouse by December 27, 2016.

Alderman Tibbs said that going to different cities that have welcome signs and was concerned where the Welcome signs were. Street Superintendent Mr. Landers said they have 4 corridors with signage.

Street Superintendent Mr. Landers said thereis a Wrestling Tournament this weekend at Lincoln Community High School on Sunday. This draw should being in 2,500 to 3,000 people in town this weekend.

Mayor Neitzel reminded everyone about the parade of Thursday night, December 1,2016. Mayor Neitzel read a thank you from the Lincoln High School Class of 2018.

Alderman Tibbs made a motion to adjourn the meeting and Alderman Hom seconded it. There were eight ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Aldennan Hom, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays, and none absent; motion carried.
