Minutes of the City of Lincoln City Council Committee of the Whole Meeting held in the Council Chambers on Tuesday, December 13, 2016.

Mayor Neitzel called the regular City Council Committee of the Whole Meeting to order at 7:00

p.m.         There were seven Aldermen present (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Parrott, Alderman Tibbs and Alderman Welch) and one absent (Alderman Mourning). Also present were Street Superintendent Mr. Landers, Fire Chief Miller, Waste Water Manager Mr. Ferguson and Deputy Police Chief Vlahovich. Also present were Mayor Neitzel, City Administrator Mr. Johnson, City Treasurer Mr. Conze, City Attorney Mr. Blinn Bates, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs.Riggs.

Mayor Neitzel led the Pledge of Allegiance.

Public Participation:

There was no Public participation.

Request to Permit -Land o( Lincoln CEO -Abraham Li ncoln SK:

Adriana Doolin, Arianna Spencer, and Jo Cheek were present to request permission for the Abraham Lincoln 5K run.

This will be placed on the Consent Agenda for Monday, December 19, 2016.

Logan Countv Tourism Bureau Funding Agreement:

Mrs. Emily Davenport and Mr. Shaun Taylor were present to discuss hiring someone to fill the Director position and wanted to get a funding agreement in place so they can hire someone.

Alderman Welch had some questions regarding not enough board members. Alderman Parrott said he would like to see the board members be in place inorder to hire someone but he would like to move fozward. Alderman Tibbs said the two board members would have voting and Mayor Neitzel said she was correct.

City Administrator Mr. Johnson said they might want to put in a 13th bullet that would be an opt out clause by 30 days. Mrs. Davenport said she would like to get with City Administrator Mr. Johnson to finish the By-Laws.

This will be placed on the regular agenda for Monday, December 19, 2016.

2017 Health Insurance Renewal:

City Administrator Mr. Johnson said the health insurance premiums were 2% higher than the previous year.

State Street Bridge Change Orders: Force Main

Waste Water Manager Mr.Ferguson said they approved ll contract price for Petersburg Plumbing to relocate a force main. The total footage was 270 feet, the site condition did not warrant only 270 feet to be installed with the culvert and was warranted during their inspection. There was an additional IO feet of pipe installed. The cost is $2,745.00. This will be placed on the regular agenda.

Asphalt Patching

Street Superintendent Mr. Landers said they wanted something that would last longer and they saved money by doing this. The cost will be $15,000.00 and the City was saving money to complete the project.

Both issues will be placed on theAgenda for Monday, December 19, 2016.

Amendment to Downtown Parking Intergovernmental Agreement:

City Administrator Mr. Johnson said after the city made parking zones the County has come to ask for four additional spaces to be used by the County. Aldennan Tibbs said she would vote in favor of this. County Board Member Schmidt said this would allow people

Landscape  Waste Stockofle Reduction Request for Proposals:

Street Superintendent Mr. Landers said the amount of material and the mismanagement of the landscape waste and how things have been done in the past have warranted this. City Administrator Mr. Johnson said $125,000.00 would be the reduction and this does not include the hauling away. Mr. Landers said the first grind will be an 8 inch screen and would need to be ground a couple more times to be usable in the flower gardens.

Ordinance: Establishing the 2017 Lincoln Propertv Tax Levv:

City Treasurer Mr. Conzo said he is presenting the raise up to $1,783,757.00. Alderman Bauer didn't feel that they needed to keep the levy flat. Aldennan Hoefle wanted to cut 10% out.


City Administrator Mr. Johnson said Mr. Hoefle's cutting 10% was too deep. He said the state could come back and ask for their money back. There is a possibility they could cut $50,000.00 out of the levy.

Aldennan Bauer wanted to be mindful to have a 2.5% levy. City Administrator Mr. Johnson said a 10% reduction is approximately $177,000.00. Aldennan Hoefle said this is as low as they can go. City Treasurer Mr. Conzo said the soonest this could be published on Thursday and a public hearing must be held on December 22, 2016 with two meetings  starting at 7:00 p.m.with a 2.5 % decrease.

Resolution :Local Cost Sharing o(Business 55 Improvements:

City Administrator Mr. Johnson said on Route 10 or signal improvements with a cost of

$4,700.00 and $3,000.00 of this will include Lincoln Parkway and Stahlhut Drive and Lincoln Parkway and 5th Street. Tiris would be in next year's budget.

Aldennan Hoinacki was in favor of Option 3. Aldennan Hoinacki asked to have this on the agenda.

Resolution :Support for Local Road Funding:

City Administrator Mr. Johnson said this is a Resolution that local Engineer Brett Aukamp brought to the City a Resolution and background information. The funding has decreased and this would go to the House, with the total commitment by the City council

Alderman Hoinacki asked to have this on the agenda.

Other Discussion:

City Treasurer Mr. Conzo asked to have the audit on the agenda and presentation by_Lori Milosovich of Estes, Bridgewater & Ogdon CPA's.

Alderman Hom moved to go into Executive Session under5 ILCS 120/2(c)(l) and 5 ILCS 120/2(c)(l 1) litigation and Aldennan Tibbs seconded it. City Clerk Mrs.Gehlbach called the roll call. There were seven Aldennen present (Aldennan Bauer, Alderman Hoefle, Alderman Hoinacki, Aldennan Hom, Aldennan Parrott, Aldennan Tibbs and Alderman Welch) and one absent (Aldennan Mourning).
