Minutes of the City of Lincoln City Council Committee of the Whole  Meeting ยทheld in the Council Chambers on Tuesday, January 23, 2017.

Mayor Neitzel called the regular City Council Committee of the Whole Meeting to order at 7:00

p.m. There were seven Aldermen present (Alderman Bauer, Alderman Hoefle,  Alderman Hoinacki, Alderman Hom, Alderman Mourning, Alderman Parrott, and Alderman Welch) and one absent (Alderman Tibbs). Also present were Street Superintendent Mr. Landers, Fire Chief Miller, Waste Water Manager Mr. Ferguson, Deputy Building and Safety Officer Mrs. Ingram and Deputy Police Chief Vlahovich. Also present were Mayor Neitzel, City Administrator Mr. Johnson, City Treasurer Mr. Conzo, City Attorney Mr. Blinn Bates, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

Mayor Neitzel led the Pledge of Allegiance.

Public Participation:

There was no Public participation.

Request to Permit -Lincoln to Peoria St. Jude  Run Team:

Mayor Neitzel said they had received the insurance for the St. Jude's Run. Deputy Chief Vlahovich told the route that the St. Jude's Run Team would take through Lincoln. The City and County officers will be assisting the team with escorts throughout Logan County.

This will be placed on the Consent Agenda for Monday, February 6, 2017.

Resolution: St. Clara  Manor Issuance of lndustrial Revenue Bonds -Series 2017:

Attorney Witsman was present to discuss the issuance of revenue bonds.There is no risk for the city for repayment of the bonds. City Administrator Mr. Johnson said they were comfortable with the amount of bond capacity that was available.

This will be on the agenda for Monday, February 6, 2017.

Depot Change Order #2 -ItD.Lawrence Construction Companv:

City Administrator Mr. Johnson said that they had a consolidated list for the change order #2 with a cost of $32,430.00. This cost will come out the contingency fund with the biggest cost for the sanitary sewer repairs but there is also work on the masonry, joist hangers in the ceiling required by code, and deteriorating fascia around the rotunda.

2016 Sewer CIPPProgram Recap:

 

Waste Water Manager Mr. Ferguson went over the history/project selection: backyard sanitary sewers, complaints of backups, limited access and no increased capacities. The bidding was for the project called for resin-pregnated, thermally cured pipe. A pre-inspection was done for the roots in the sewer and abandoned tap full. The installation was done by going underground and there people who watch the material going in underground . Post-installation everything is working but they did find several home owners have roots that need to be taken care. The City did approximately 6000 feet of sanitary sewer line rehabilitated, little public complaints on the project and the project came in lower than the estimate.

 

 

Other Discussion:

 

Alderman Hoefle asked if there would be ajoint meeting with the County on Monday, January 30, 2017 at ALMH at 7:00 p.m.

 

 

Mayor Neitzel said she would be presenting a Resolution to Carroll Catholic on Monday, January 30, 2017.

 

 

Executive Session:

 

There was no Executive Session.

Alderman Hom made a motion to adjourn the meeting and Alderman Hoinacki seconded it. There were eight ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Mourning, Alderman Parrott, and Alderman Welch), zero nays, and one absent (Alderman Tibbs); motion carried.
