Minutes of the City of Lincoln City Council Committee of the Whole Meeting held in the Council Chambers on Tuesday, February 14, 2017.

Mayor Neitzel called the regular City Council Committee of the Whole Meeting to order at 7:00

p.m. There were eight Aldermen present (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch) and none absent. Also present were Street Superintendent Mr. Landers, Fire Chief Miller, Waste Water Manager Mr. Ferguson, Deputy Building and Safety Officer Mrs. Ingram and Police Chief Adams. Also present were Mayor Neitzel, City Administrator Mr. Johnson, City Treasurer Mr. Conzo, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

Mayor Neitzel led the Pledge of Allegiance.

Public Participation:

Mr. Kevin Bateman was present to discuss a proposal on PAVER. He said Farnsworth does not have the equipment. He was asking for a motion to reconsider. He said this would save the City more than $7,000.00. It is an Illinois Company.There are three levels of measuring.

Alderman Welch was in favor of bringing this back for another vote. Alderman Tibbs said they should check into this. Alderman Parrott said what was voted on last week for Farnsworth to do this. City Administrator Mr.Johnson said this was something that the City would be shown how to do this and the City would be running the system. Alderman Parrott asked for a motion to reconsider for the City Council

Police Station - Update -FGM Architects:

Kevin Myer with FGM Architects was present to give an update. They have been meeting every two weeks for 4 hours each time. They have plans for the design and now they are ready to start the construction plans. They have gone through HVAC, mechanical system, and other such details for the new police station. A bid will go out for general contractors and the general contractors will seek subcontractors. They are looking to keep the bid local. After the bids come back they will check to make sure that contractors and sub-contractors are who can meet the guidelines.

2017 Lincoln Speedwa y Schedule:

Mr.Adam Mackey was present with the Lincoln Speedway's 2017 Tentative Racing Schedule for the year. Last year the crowd numbers were up and the cars were up as well but not where they were hoping for them to be. They did get 11 of the 12 races run.

This will be on the agenda for Tuesday, February 21, 2017.


Tropics Sign Update:

Mr. Bill Hoagland was present to remember The Tropics and when it was a hopping place and people were talking. He remembered Mr. Lou Johnson who made sure that you got the best service and food at a time where people really enjoyed themselves.

Mr. Bill Thomas said this is a project to bring revenue into the City of Lincoln. They have the involvement and approval of Jack Millan, Corporate McDonalds, the Johnson Family, The Illinois Historic Preservation Agency, and the City of Lincoln. A place has been decided on the McDonald's property for the new site of the Tropics sign. The cost is approximately $59,608.90 to $69,349.09.

Everyone agreed to place this on the agenda for Tuesday, February 21, 2017 for the location. City Administrator Mr. Johnson said the City had the $17,000.00 for the beginning work.

Logan County Tourism Bureau - Consideration of New Board Members:

Mr. Hoagland was present to ask for three names for additional board members. Marilyn Wheat, Cindy Fleshman and Kenna Shafer are the additional board members.

This will be placed on the Agenda for Tuesday, February 21, 2017.

Request to Permit -Li ncoln Communi ty High School Prom Grand March 2017:

Mrs. Gehlbach said she would contact the High School for the insurance. This will be placed on the Consent Agenda for Tuesday, February 21, 2017.

Request to Permit -RailsplitterAntique Auto Club Cruise-In:

Mr. Jim Loeffler said that Pulaski Street works well for them with overflow on the Court house side of Kickapoo Street. This has been done for several years.

This will be placed on the Consent Agenda for Tuesday, February 21, 2017-

Landscape Waste Stockpile Reduction Bid Award:

This will be placed on the Agenda for Tuesday, February 21, 2017.

Special UsePermit-Dunkin Donuts Drive Through Facility:

City Administrator Mr. Johnson said the Planning Commission approved the Drive Through Facility for the Dunkin Donuts.

Deoot Change Order #3 -R. D.Lawrence Constructi.on Comoanv:

 

City Administrator Mr. Johnson said there are five different issues in this change order. This will be placed on the Agenda for Tuesday, February 21, 2017.

 

Logan County Joint Solid Waste Intergovernmental Agreement Renewal:

 

Mayor Neitzel said she received the intergovernmental agreement with a 20 year contract and believed it should be a 5 year agreement. Alderman Tibbs asked how much the City of Lincoln has put in over the past 20 years. City Treasurer Mr. Conzo said the amount was $736,047.42. Alderman Tibbs said that Lincoln seems to be on the untidy side and she thought she would bring it up at the meeting tomorrow.

 

 

City of Lincoln Code Hearing Offi cer Contract:

 

City Administrator Mr. Johnson said this is a renewal of Attorney Schoenbaum contract with a few changes that they found. Alderman Welch felt that a mess has been created and the people are not paying the fines.

 

 

Other Discussion:

 

Mayor Neitzel said the wellness expo at the Rec Center is this weekend from 9:00 a.m. to 1:00

There was no Executive Session.

Alderman Tibbs made a motion to adjourn the meeting and Alderman Hom seconded it. There were eight ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman  Hom, Alderman Mourning, Alderman Parrott, Alderman Tibbs and Alderman Welch), zero nays, and none absent; motion carried.
