Minutes of the City of Lincoln City Council Committee of the Whole Meeting held in the Council Chambers on Tuesday, June 27, 2017.

Mayor Goodman called the regular City Council Committee of the Whole Meeting to order at 7:00 p.m. There were five Aldermen present (Alderman Hoefle, Alderman Hom, Alderman Keller, Alderman Parrott and Alderman Welch) and three absent (Alderman Bauer, Alderman Browne and Alderman Hoinacki). Also present were City Street and Alley Superintendent Mr. Landers, Police Chief Adams, City Building and Safety Officer Mr. Woodhall, and Fire Chief Miller. Also present were Mayor Goodman, City Administrator Mr. Johnson, City Treasurer Mr. Conzo, City Attorney Mr. Blinn Bates, City Clerk Mrs. Bateman and Recording Secretary Mrs. Riggs.

Mayor Goodman asked for a moment of silence in memory of Susie Aper. Mayor Goodman led the Pledge of Allegiance.

Public Participation:

Fire Chief Miller gave the Council an overview of the new sound system.

Mr. Eric Shangraw gave an overview of Area Disposal. They contribute money back into the community.

Community Action Partnership of Central Rlinois -Strengthening Working Families Initiative:

 

Ms. Katie Alexander and Mr. Shawn Mcintosh were present to discuss how the strengthening working families' initiative works. They are trying to help with the roadblocks that are sometimes found. They are teaching budgeting, college classes for clients and helping to find jobs.

Mr. Shawn Mcintosh told his story of how he got to where he is now and he now works at CAPCIL. He went through the Dave Ramsey classes.

This will be placed on the Agenda.

Bi d Award -Exclusi ve Franch i se Muni cipal Solid Waste and Recvcling Collection Proposals: City Administrator Mr. Johnson said a request to municipal solid waste and recycling collection proposals were sent out to get bids. The three companies that gave bids were Area Disposal, Advanced Disposal and Waste Management Proposal. The highest bid proposal was from Waste Management

Alderman Welch wanted to take some time on this and let the people have time to look this over.

City Administrator Mr. Johnson said everyone in the oommunity would be charged. Alderman Keller felt that everyone should have the time to look over this. Alderman Welch and Aldennan Keller agreed that they should table this.

This will be placed on the Regular Agenda on July 3, 2017.

Television and Computer Monitor Recvcling Event:

City Street and Alley Superintendent Mr. Landers stated that a recycling television and computer monitors will be held on July 8, 2017 at the fairgrounds. The city will provide staff to help with loading the material. Each trailer is $400.00 and they plan on having two trailers to haul. This will have a five television limit.

Alderman Hoefle said to put this on the Agenda.

Christmas/Holidav Ideas:

Mayor Goodman said he wanted to see what they oould do for Christmas/Holiday ideas.

Alderman Hoefle said the downtown merchants are looking for ways to get people downtown to shop. He was looking for ways to bring people to the downtown area.

This will be placed on the agenda for Monday, June 19, 2017.

Other Discussion:

Alderman Hoefle said he felt that they should not have a meeting on July 3, 2017. There will be a special meeting on July 11, 2017 to vote on bills, etc.

Alderman Welch said the kids parade will not take place.

Executive Session:

There was no Executive Session.

Upcoming Meetings:

Council: Monday, July 3,2017 -7:00 p.m.

Committee of Whole:   Tuesday, July 27,2017-7:00 p.m.

Alderman Hom made a motion to adjourn the meeting and Alderman Parrott seoonded it. There were five (Alderman Hoefle, Alderman Hom, Alderman Keller, Alderman Parrott and Alderman Welch) and three absent (Alderman Bauer, Alderman Browne and Alderman Hoinacki) motion carried.
