Minutes of the City of Lincoln City Council Committee of the Whole Meeting held in the Council Chambers on Monday, July 31, 2017.

Mayor Goodman called the regular City Council Committee of the Whole Meeting to order at 6:35 p.m. There were seven Aldermen present (Alderman Bauer, Alderman Browne, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Keller, Alderman Parrott {he arrived at 7:00 p.m.) and Alderman Welch) and none absent. Also present were Mayor Goodman, City Administrator Mr. Johnson, City Treasurer Mr. Conzo, City Clerk Mrs. Bateman and Recording Secretary Mrs. Riggs.

Mayor Goodman led the Pledge of Allegiance.

Presentation - Waste Hauling Request for Proposal Process:

City Administrator Mr. Johnson gave a brief over view of the History of waste removal. 415 ILCS 15/1 et seq was the Solid Waste Planning and Recycling Act. There was an intergovernmental agreement which was ratified by all municipalities. The current assessment for each municipality is $4.25 per person. The market for recyclables dropped since approximately 2009. The council ended the 20 year agreement on June 2017. On May 15, 2017 the City of Lincoln put out Request for Proposals. There were three options weekly, bi-weekly, and curb side. Option 4 would be a Hybrid (only proposed by Area). There will still be 2 bulk pickups with Area. It will be mandatory pick up. Advanced said their prices were as low as they could go. Rantoul just started this program. Washington and Macomb have been doing franchise collection.

Public Participation:

 

Mr. Benny Huskins said he was a City Alderman and sat on the Joint Solid Waste for 12 years. He felt this was a county deal and was not for the city and felt they should go through the free market.

The recycling would not have to be placed out by the road.

Mr. Jim Strubing said he was the chairman of the Joint Solid Waste Committee. The cost is

$4.50. There was an incline in the cost and they started with a pickup truck. The County took out the $10,000.00 that they had given to the recycling. The costs have increased and they are charged every month.

Mrs. Brittney McLaughlin said she has been utilizing the curbside recycling. The totes are strong and recycling doesn't blow around. She sees options by having the three different haulers.

Mr. Doug Ebelherr was present to ask about the mandate for his rental homes. That becomes a

 

mandate. He asked if the City does nothing and leaves it alone then what happens. He suggested that there were more enforcement then the people would not have a mandate.

A gentleman with Area Disposal said this would mandate that every home would have a container for trash and recycling. There were workers of Area Disposal that were present at the meeting.

Ms. Cass Busby asked about a business and a residence. Mr. Johnson said a business owner could use their business trash with their residence.

Alderman Welch said they have worked with Joint Solid Waste. Ifthey lock in for 20 years and they are constantly challenged with finding new ways to keep the costs lower. The tax levy was lowered by $50,000.00. The city is looking at a $150,000.00 shortage. Ifthey were voting today he would not be in favor of it.

Mr. Richard Sink was not in favor of the trash pickup. He thought they were making a bigger problem.

Alderman Welch appreciated the discussion. Joint Solid Waste does a great job but the City is looking at what's best.

Mr. John West said people would get rid of the trash the right way instead of dumping it in the country.

Alderman Bauer said if there were complaints they would cancel the program. Everyone will know how much it will go up each year for the three year contract.

A gentleman said he was happy with what he was hearing.

Mr. Kevin Bateman said they should commend the City for their choice. He doesn't want to lock in to a 20 year contract. There is no way out of the contract if every community and getting a shorter contract. This will enforce trash pickup.

Mrs. Wanda Rohlfs wanted to know if after three years what they will do with the mandate. Alderman Bauer said they would go back but didn't know how they would go back. Alderman Parrott said they would do another RFP. Mrs. Rohlfs said if they are locked in they can't go with another service. Alderman Parrott said he included himself as a no vote. Mrs. Rohlfs felt they needed to consider what people were going to lose in their paychecks.

Alderman Welch said they have a wide variety of people in Lincoln and that is part of the challenge. He said the disposal companies should go to the homeowners that are not using the

 

disposal.

Mr. Bill Gossett suggested that the Council should call it a night and said the City Council had done a great job with the discussion.

Mayor Goodman asked how many have engaged in the new contract.        Mr. Strobing said 6 communities have resigned. The City of Lincoln is the only major one left out.

Bid Award -Exclusive Franchise Municipal Solid Waste and Recycling Collection Proposals:

This will be on the next committee of the whole August 15, 2017.

Alderman Hom moved to go into Executive Session and Alderman Bauer seconded it. City Clerk Mrs. Bateman called the Roll Call. There were eight ayes (Alderman Bauer, Alderman Browne, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Keller, Alderman Parrott and Alderman Welch), zero nays, and none absent; motion carried. The meeting adjourned at 9:05 p.m.

The meeting returned to regular session at 9:57 p.m. There were eight ayes (Alderman Bauer, Alderman Browne, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Keller, Alderman Parrott and Alderman Welch), zero nays, and none absent; motion carried.

Alderman Bauer made a motion to adjourn the meeting and Alderman Hoefle seconded it. There were eight ayes (Alderman Bauer, Alderman Browne, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Keller, Alderman Parrott and Alderman Welch), zero nays, and none absent; motion carried.
