Minutes of the City of Lincoln City Council Committee of the Whole Meeting held in the Council Chambers on Tuesday, August 29, 2017.

Mayor Goodman called the regular City Council Committee of the Whole Meeting to order at 7:00 p.m. There were eight Aldermen present (Alderman Bauer, Alderman Browne, Alderman Hoefle, Aldennan Hoinacki, Alderman Hom, Aldennan Keller, Alderman Parrott and Alderman Welch) and none absent. Also present were City Street and Alley Superintendent Mr. Landers, Police Chief Adams, City Building and Safety Officer Mr. Woodhall, American Water Manager Mr. Ferguson and Fire Chief Miller. Also present were Mayor Goodman, City Treasurer Mr. Conzo, City Clerk Mrs. Bateman and Recording Secretary Mrs. Riggs.

Mayor Goodman led the Pledge of Allegiance.

Public Participation:

Mrs. Joyce Seelye was present for the trash and animals getting into the bags. She wanted to let everyone that she was in favor of the trash pickup.

Mrs. Wanda Rohlfs said she gave everyone a packet of information on suicide prevention. She called and found out that there are treatment, care and services that are available here at ALMH. She said this is to let everyone know that there are services in Lincoln for treatment.

Mrs. Wanda Rohlfs said she was upset when she left last week regarding violation of the open meetings act. She wanted to know where the discussion was discussed for the City Attorney. She felt the vote was taken too soon.

Agreement for Interim Ci tv Administrator Services:

Mayor Goodman said they have interviewed some hiring an interim City Administrator. Mayor Goodman asked to have this on the regular Agenda for September 5, 2017.

Facade Improvement GrantAPPiication Appeal -509/509B Pulaski Street:

Alderman Hoefle said that he was in favor of this grant. Alderman Welch said this should be placed on the regular agenda. Aldennan Keller had questions about this project. Mr. Troy

 

Hanger said there is a safety aspect to the cracked sidewalk and they can't do this without assistance.

Bid Award -Police Station Adaptive Reuse Construction:

Police Chief Adams gave background on the current facility. The new bids came in at $2.7M through FGM Architects. He was asking to move forward with the contract. They are looking at

$90,000.00 for the lot and pole barn. The parking lot would be roughly 9 spaces.

Deputy Chief Vlahovich wanted to emphasize about evidence being taken care of the evidence and it could come into question. There is no room for a sizable drying cabinet at the safety complex. There is not proper ventilation. There are only four workstations with five officers working. They are in 400 square feet with 27 people.

Mayor Goodman and City Treasurer Mr. Conzo were both in favor of this project. Alderman Browne and Alderman Keller were in favor of the project.

Alderman Hoinacki asked to have this on the Agenda inthe amount of $2.813M.

Bid Award -Fire Department Arial Ladder:

Fire Chief Miller requested to place a new Arial is well beyond its life. It is over 30 years old. This new vehicle has to be able to fit into the fire bays. The bid is approximately $1,171,000.00 which is the low bid. They are able to get down to $1,120,427.00. They have a bid for

$8,000.00 for the purchase of the old Arial ladder. Alderman Welch asked to have this on the regular agenda.

Other Discussion:

Aby lderman Keller said he wanted to explore the strategic plan and encouraged the Council to examine it over the next few weeks.

Alderman Hoefle said he had been contacted by Pat Moos and he would like to put this on the COW meeting of September 12, 2017.

Alderman Hoefle said he had been contacted by a gentleman regarding electrical aggregation. He

felt the City needed to look into this.

Alderman Welch said the Pat Moos issue being on the agenda. Alderman Hoefle said they could let Mr. Moos speak. Alderman Hoinacki said they could talk with him. This will be placed on the COW agenda for September 12, 2017.

 

Mr. Woodhall said they would be moving to their office in the next week and the office will be open 8:00 a.m. to 4:00 p.m.

Executive Session:

Alderman Welch moved to go into Executive Session under 5 ILCS 120/2(c)l Personnel and Alderman Bauer seconded it. City Clerk Mrs. Bateman called the roll call. There were eight ayes (Alderman Bauer, Alderman Browne, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Keller, Alderman Parrott, and Alderman Welch), zero nays, none absent; motion carried.

The meeting adjourned at 8:22 p.m.

The meeting returned to regular session at 9:01 p.m.

City Clerk Mrs. Bateman called the roll call. There were eight present (Alderman Bauer, Alderman Browne, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Keller, Alderman Parrott, and Alderman Welch), zero nays, none absent; motion carried.

Alderman Welch made a motion to adjourn the meeting and Alderman Hoefle seconded it. There were eight (Alderman Bauer, Alderman Browne, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Keller, Alderman Parrott and Alderman Welch) and none absent; motion carried.
