Minutes of a regular City Council Meeting held in the Council Chambers of City Hall, Lincoln, IL, on Monday, September 5, 2017.

Mayor Goodman called the regular City Council Meeting to order at 7:00 p.m.

City Clerk Mrs. Bateman called the roll. There were eight Aldermen present (Alderman Bauer, Alderman Browne, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Keller, Alderman Parrott and Alderman Welch) and none absent. Also present were Street Superintendent Mr. Landers, Police Chief Adams, American Water Manager Mr. Ferguson, City Safety and Building Officer Mr. Woodhall, and Fire Chief Miller. Also present were Mayor Goodman, City Attorney Mr. Blinn Bates, City Treasurer Mr. Conzo, City Clerk Mrs. Bateman, and Recording Secretary Mrs. Riggs.

Mayor Goodman led the Pledge of Allegiance.

Public Participation:

 

Mayor Goodman swore in Shawn Pettit as a Corporal and Paul Cooper as Sergeant.

Mr. Lance Conahan asked about who conducted the interviews. Alderman Welch said Aldermen conducted the interviews. Mr. Conahan asked who was present when the interviews held. Alderman Welch said the Aldermen, the City Council, the Mayor, and the candidates. Mr. Conahan when they were conducted. Alderman Browne said August 28, 2017. Mr. Conahan asked where the interviews were conducted. Alderman Welch said they were conducted in the City Council Chambers from the hours of 5:00 p.m. and 9:00 p.m.

Alderman Hom moved to approve the Consent Agenda as read and Alderman Browne seconded it. Alderman Hom rescinded her motion and Alderman Browne rescinded her second. Alderman Bauer moved to approve the Consent Agenda with the exception of the removal of the Farnsworth bill and Alderman Hom. City Clerk Mrs. Bateman called the roll call. There were six ayes (Alderman Bauer, Alderman Browne, Alderman Hoinacki, Alderman Hom, Alderman Keller, and Alderman Parrott), one nay (Alderman Hoefle), one abstention (Alderman Welch), and none absent; motion carried.

Ordinances and Resolutions:

There were no Ordinances of Resolutions to come before the City Council.

 

Bids:

Award of bid from P.J. Hoerr for construction of new police station in the Jefferson School building, at a cost not to exceed $2,813,000.00

 

Alderman Hom moved to approve the bid from P.J. Hoerr for construction of new police station in the Jefferson School building, at a cost not to exceed $2,813,000.00 and Alderman Hoinacki seconded it. City Clerk Mrs. Bateman called the roll call. There were eight ayes (Alderman Bauer, Alderman Browne, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Keller, Alderman Parrott, and Alderman Welch), zero nays, and none absent; motion carried.

Award of bid from E-One for a replacement Aerial Ladder '/ruck in an amount not to exceed

$1,120,427.00

 

Alderman Bauer moved to approve the bid from E-One for a replacement Aerial Ladder Truck in an amount not to exceed $1,120,427.00 and Alderman Parrott seconded it. Fire Chief Miller said he would like to make a correction to the amount of the apparatus not to exceed $1,125,107.00. Alderman Bauer moved to approve the alternate to E-One replacement Aeiral Ladder truck inthe amount of $1,125,107.00 and Alderman Parrott seconded it. City Clerk Mrs. Bateman called the roll call. There were eight ayes (Alderman Bauer, Alderman Browne, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Keller, Alderman Parrott, and Alderman Welch), zero nays, and none absent; motion carried.

Exclusive Franchise Municipal Solid Waste and Recycling Collection Proposal

 

Alderman Bauer moved to approve the Exclusive Franchise Municipal Solid Waste agreement and Alderman Keller seconded it. Clerk Mrs. Bateman called the roll call. There were five ayes (Alderman Bauer, Alderman Browne, Alderman Hoinacki, Alderman Keller and Alderman Parrott, and Alderman Welch), three nays (Alderman Hoefle, Alderman Hom and Alderman Parrott), and none absent; motion carried.

Alderman Bauer moved to approve Recycling Collection Proposal and Alderman Browne seconded it. City Clerk Mrs. Bateman called the roll call. There were eight ayes (Alderman Bauer, Alderman Browne, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Keller, Alderman Parrott, and Alderman Welch), zero nays, and none absent; motion carried.

New Business/Communications:

Approval of Agreement for Interim City Administrator Services between GovTemps USA and the City of Lincoln

509b Pulaski Street

 

Alderman Hom moved to approve the Fayade Improvement Grant Application Appeal for property located at 509 and 509b Pulaski Street and Alderman Hoefle seconded it. Mayor Goodman announced the Home of the Month as 427 N. Hamilton Street.

There was no Executive Session held.
