Minutes of the Special City of Lincoln City Council Committee of the Whole Meeting held in the Council Chambers on Monday, April 13, 2015.

Those present were Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Hom, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs. Also present were Street Superintendent Mr. Landers and Fire Chief Miller. Also present were City Clerk Mrs. Gehlbach, City Treasurer Mr. Conzo, City Administrator Mr. Johnson, and Recording Secretary Mrs. Riggs.

Temporary Chairman Neitzel called the meeting to order at 7:24 p.m. City Clerk Mrs. Gehlbach called the roll call. There were eight Aldermen present (Alderman Bauer, Alderman Cooper, Alderman Hoinacki, Alderman Hom, Alderman Mourning, Alderman Neitzel, Alderman Parrott, and Alderman Tibbs) and none absent.

Fiscal Year 201512016 Draft Budget Discussion:

 

City Administrator Mr. Johnson went to from the Ground Up. This is a line that the money is donated. Alderman Mourning said this line is for the red tulips around town.

City Administrator Mr. Johnson said the Tourism revenues all go to the Tourism but they pass through the City of Lincoln. Alderman Cooper and Alderman Hoinacki felt that the Tourism group should come up at least quarterly to explain where the money is being spent.

City Administrator Mr. Johnson said he would like to take 5% of the Tourism money to use for the Lincoln Civic Foundation. Alderman Hoinacki said they learned at the Chicago meetings that a 501 (c) (3) is needed to rwi money through and by having this set up if there is a need with something like what happened with the tornado in Washington, Illinois then the City would already be set up to pass funds through.

City Administrator Mr. Johnson said the DECO fund will be finished for the downtown streetscape.

Capital Projects

 

Mr. Johnson said he felt they should put the capital projects should he separated. City Clerk Mrs. Gehlbach and City Treasurer Mr. Conzo were both in agreement with having everything simplified.

The Depot site will start renovation in approximately 60 days. Decorative lighting replacement will be paid by the state

Budget Considerations

 

General Fund proposed projects are Depot Site Preparation & Construction, downtown streetscape - Kickapoo Street Broadway to Pulaski, Sidewalk replacement, Scully Park Improvements, Bridge Improvements, Bridge Improvements, Contractual Services, Public Safety Building, Street Resurfacing, Council Chamber Improvements, and Decorative Lighting Replacement - Broadway. It was decided to wait until Farnsworth has time to look at the State Street Bridge to see what will be required to fix it. The budget is over by approximately

$780,000.00.

There was a break taken at 8:39 p.m. and the meeting resumed at 8:45 p.m.

It was agreed to take Scully Park improvements down to $50,000.00. Itwas decided to take the last part of the deficit by moving the money from the MFT funds. Mr. Johnson and Mr. Conzo will work out the final details.

Alderman Mourning said a new look on the pension funds needs to be taken. Mr. Johnson wants to bring a full presentation on April 28, 2015.

Alderman Hoinacki made a motion to adjourn the meeting and Alderman O'Donohue seconded it. There were seven yeas (Alderman Anderson, Alderman Bauer, Alderman Hoinacki, Alderman Horn, Alderman Neitzel, Alderman O'Donohue, and Alderman Tibbs) zero nays, one seat vacant and none absent; motion carried.
