Minutes of the City of Lincoln City Council Committee of the Whole Meeting held in the Council Chambers on Tuesday, September 13, 2016.

Mayor Neitzel called the regular City Council Committee of the Whole Meeting to order at 7:00

p.m. There were seven Aldermen present (Alderman Bauer, Alderman Hoefle, Alderman

. Hoinacki, Alderman Hom, Alderman Mourning (he left at 8:06 p.m.), Alderman Tibbs and Alderman Welch) and one absent (Alderman Parrott). Also present were Street Superintendent Mr. Landers, Fire Chief Miller, American Water Manager Mr. Ferguson, Building and Safety Officer Mr. Lebegue and Police Chief Adams. Also present were Mayor Neitzel, City Treasurer Mr. Conzo, City Attorney Mr. Blinn Bates, City Administrator Mr. Johnson, City Clerk Mrs. Gehlbach, and Recording Secretary Mrs. Riggs.

Mayor Neitzel led the Pledge of Allegiance.

Public Participation:

Mayor Marty Neitzel felt that the City Council were the ears of the taxpayers of the Lincoln citizens and that their actions should always be in a professional manner and she wants them to think about that and do their best.

Presentation from Route 66 Heritage Foundation of Logan Countv:

Mr. Geoff Ladd said the Route 66 Heritage Foundation of Logan County has been awarded a grant for the ADA restrooms. The Route 66 Foundation's finances are very good right now and they have put aside money to handle anything unseen that comes up. He thanked the City Council and Mayor Neitzel. The Apex group has given a donation to the Route 66 Heritage Foundation and the Mill has received a donation from the Illico Corporation. Mr. Ladd thanked the following people/companies for their donated services to this project: Fitzpatrick Electric, Kroger for their donation of soda, the media and the City Council for their support. They are finishing the signage for Route 66 and need the State's help in getting those signs to get people downtown Lincoln through the gateways.

Presentation from Lincoln Railsplitter Festival:

Mr. Bob Rankin was present to give an update for festival. The biggest change for the Lincoln Railsplitter Festival is moving the Festival to Postville Courthouse. This will be more family friendly. With the move to Postville Courthouse there will no longer be a charge to have the event and no charge to get into the Railsplitter Festival. He asked the City if they could borrow the picnic tables for Saturday.

Request to Permit -Knights of Columbus - Tootsie Roll Drive:

Mayor Neitzel said this will be held on Friday, September 13, 2016. This will be placed on the Consent Agenda on Monday, September 19,2016.

Long Term Control Plan Design and State Revolving Loan Fund - Crawford, Murphv &

Tillv:

 

City Administrator Mr. Johnson said the EPA has to approve the Long Term Control Plan Design before the City can begin the revolving loan fund. He believed that this rate will be held witil June of next year.

Sewer Treatment Plant Manager Mr. Ferguson said the SFR loan application has to have the facilities plan. This is funded by loans from other commwiiti that defaulted and is a very good financing source.

Alderman Bauer said this is an unfunded mandate for this project. City Treasurer Mr. Conzo asked if there was a number on this. City Administrator Mr. Johnson said they are looking at approximately $20M. Sewer Treatment Plant Manager Mr. Ferguson said the sewer rate, income level, financial statements and that lets them know if they need to borrow the money.

This will be placed on the Regular Agenda for Monday, September 19, 2016.

Utility Relocation -State Street Bridge Replacement Project:

Sewer Treatment Plant Manager Mr. Ferguson said the sewer department did not have a design of the utilities. The utilities will not be covered and they will have to bore that line approximately 4 -5 feet deeper.

City Administrator Mr. Johnson said th,at Illinois Water also have lines there. Sewer Treatment Plant Manager Mr. Ferguson said this should not be more than a 2-3 days for the sewer lines and was looking for authorization to get moving on this.

Ordinance: Regulating Off-Street Trailer Parking:

Building and Safety Officer Mr. Lebegue said he had presented this to the City Cowicil previously. The sections that will be affected will be 9-5-10, 11-2-1, and 11-4-2. If this is something that the City of Lincoln would like to do, then a Public Hearing will be held at the October 3, 2016 meeting.

This will be placed on the October 3, 2016 Regular Agenda. A public Hearing will be held prior to that meeting.

Ordinance: Regarding Cannabisand Svnthetics:

Police Chief Adams said a Cannabis and Synthetics Ordinance is needed to combat the abuse for selling and manufacturing. There will be a fine of $100.00 to $200.00 which is by State Statute.

This will be placed on the Agenda for Monday, September 19, 2016.

Sub-Lease Agreement with Lincoln YMCA:

Jan Schact, Director of the Lincoln YMCA was present to discuss the sub-lease of the soccer fields on Malerich Drive. Shewould like to move forward with this Agreement.

Alderman Bauer thought this was a great idea. Alderman Mourning said he was a part of the Futbol Club and was in favor of this.

This will be placed on the Agenda for Monday, September 19, 2016.

Facade Grant Request -113 N. Kickapoo Street:

City Administrator Mr. Johnson said that Building and Safety Office received a facade grant request.                He said this is budgeted out of the TIF funds for this year and the request is for

$10,000.00.

Alderman Hoinacki asked to have this on the Regular Agenda for Monday, September 19, 2016.

Construction Observati.on Proposal -Lincoln Depot:

City Administrator Mr. Johnson said the City is looking to use Prairie Engineers for the construction observation proposal since they have knowledge on this project. These expenses are refundable by the State. The amount is $117,280.00 and is included in the intergovernmental agreement with IDOT. Prairie Engineers are the eyes for the City of Lincoln.

Award o(Sidewalk and Curb Replacement Bid -Halverson Construction:

City Administrator Mr. Johnson said the City received 3 bids: Illinois Civil Contractors - $135,825.00

Halverson - $125,233.00 Kinney Constractors - $145,661

City Administrator Mr. Johnson said they are focusing on safe passage for the schools.

The bid will be awarded to Halverson, being the low bidder at $125,233.00 and will be placed on the agenda for Monday, September 19, 2016.

Expansion of Scope for 2016 Street Resurfacing Program:

 

This will be placed on the agenda for Monday, September 19, 2016.

Other Discussion:

 

Alderman Hoefle commended Police Chief Adams was out getting the kids safely across the street. He was excited about the cemetery walk that he had just heard about.

City Administrator Mr. Johnson said the 3rd Friday event will have "Hungry Hungry Hippos", three bands are scheduled, vendors, com hole tournament, and the Police Department will be bringing out the new vehicles and are hopeful for no rain that evening.

Alderman Mourning said this weekend is the Futbol Club tournament starting on Friday evening through Sunday. The hotels are sold out and most restaurants run out of food.

Alderman Bauer said she had a constituent that rides Amtrak quite often and wondered if there were drawings or something that tells that the train station is currently under construction.

Mayor Neit.zel said on Sunday, September 17, 2017 is the Habitat for Humanity, the ground breaking for the new house at 716 S. Kickapoo Street at 2:30 p.m.

Alderman Mourning said that Saturday is the 3rd week and there are other activities for the children.

Executive Session:

 

Alderman Hom moved to go into Executive Session under 5 ILCS 120/2(c)(2) collective bargaining and Alderman Tibbs seconded it. City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Tibbs and Aldennan Welch), zero nays, and one absent (Alderman Parrott); motion carried.

The meeting adjourned at 8:22 p.m.

The meeting returned to regular session at 9:33 p.m.

City Clerk Mrs. Gehlbach called the roll call. There were seven yeas (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Aldennan Mourning, Alderman Tibbs and Alderman Welch), zero nays, and one absent (Alderman Parrott); motion carried.

Place the contract on the agenda.

Committee of Whole: Tuesday, September 27, 2016 -7:00 p.m.

Alderman Tibbs made a motion to adjourn the meeting and Alderman Hom seconded it. There were seven ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Horn, Alderman Mourning, Alderman Tibbs and Aldennan Welch), zero nays, and one absent (Aldennan Parrott); motion carried.
