Minutes of a regular City Council Meeting held inthe Council Chambers of City Hall, Lincoln, IL, on Monday,December 18, 2017.

Mayor Goodman called the regular City Council Meeting to order at 7:19 p.m. City Clerk Mrs. Bateman called the roll. There were seven Aldermen present (Alderman Bauer, Alderman Browne, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Parrott and Alderman Welch) and one absent (Alderman Keller). Also present were Street Superintendent Mr. Landers, Police Chief Adams, City Building and Safety Officer Mr.Woodhall, American Water Mr.Ferguson and Fire Chief Miller. Also present were Mayor Goodman, Interim City Administrator Mr.Mahrt, City Treasurer Mr. Conzo, City Attorney Mr. Blinn Bates, City Clerk Mrs.Bateman, and Recording Secretary Mrs. Riggs.

Mayor Goodman led the Pledge of Allegiance.

Publi c Participation:

Mayor Goodman said everyone would see a vacant seat to his right and that he was notified by Mr.

Mahrt that he would not accept the extension and his last day was Friday, December 15, 2017

Mavor Goodman called for the ConsentAgenda by Omnibus Vote: Payment of Bills

 

Alderman Hom moved to approve the Consent Agenda as read and Alderman Hoinacki seconded it. City Clerk Mrs. Bateman called the roll call. There were seven ayes (Alderman Bauer, Alderman Browne, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Parrott and Alderman Welch), zero nays, and one absent (Alderman Keller); motion carried.

Alderman Parrott moved to approve Resolution #2017 - 358 approving the Special Use Permit for Lincoln College for a Multiple Family Dwelling in R-2 District at 200 Fifth Street and Alderman Welch seconded it. City Clerk Mrs. Bateman called the roll call. There were six ayes (Alderman Bauer, Alderman Browne, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Parrott and Alderman Welch), zero nays, one abstention (Alderman Bauer) and one absent (Alderman Keller); motion carried.

Ordinance #2017 - 871 approving Tax Levyfor Tax Year 2017

 

Alderman Hoefle moved to approve Ordinance #2017 - 871 approving Tax Levy for Tax Year 2017 and Alderman Browne seconded it. City Clerk Mrs. Bateman called the roll call. There were seven ayes (Alderman Bauer, Alderman Browne, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Parrott and Alderman Welch), zero nays, and one absent (Alderman Keller); motion carried.

Approval of bid from U.S. Electric for the New Police Station generator in an amount not to exceed

$24.500.00

 

Aldennan Horn moved to approve the bid from U.S. Electric for the New Police Station generator in an amount not to exceed $24,500.00 and Aldennan Browne seconded it. City Clerk Mrs.Bateman called the roll call. There were seven ayes (Alderman Bauer, Alderman Browne, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Parrott and Alderman Welch), zero nays, and one absent (Aldennan Keller); motion carried.

New Business/Communications:

Approval of Funding Agreement between the City of Lincoln and the Logan County Tourism Bureau for the pe riod from January 1. 2018 through December 31. 2018

 

Alderman Welch moved to approve the Funding Agreement between the City of Lincoln and the Logan County Tourism Bureau for the period from January 1, 2018 through December 31, 2018 and Alderman Horn seconded it. City Clerk Mrs. Bateman called the roll call. There were seven ayes (Alderman Bauer, Alderman Browne, Alderman Hoefle, Alderman Hoinacki, Aldennan Horn, Alderman Parrott and Alderman Welch), zero nays, and one absent (Alderman Keller); motion carried.

Approval o( proposal fr om GovHRUSA for recroitment of the full-time City Administrator position

 

Alderman Bauer moved to approve the proposal from GovHRUSA for recruitment of the full-time City Administrator position and Aldennan Horn seconded it. City Clerk Mrs. Bateman called the roll call. There were four ayes (Alderman Bauer, Alderman Hoinacki, Alderman Horn, and Aldennan Parrott), three nays (Aldennan Browne, Alderman Hoefle, and Alderman Welch), and one absent (Alderman Keller); motion carried.

Aldennan Bauer moved to approve the 2018 City Council Meeting Schedule and City Holiday

Schedule and Aldennan Hoefle seconded it. City Clerk Mrs.Bateman called the roll call. There were seven ayes (Aldennan Bauer, Aldennan Browne, Aldennan Hoefle, Aldennan Hoinacki, Alderman Hom, Alderman Parrott and Alderman Welch), zero nays, and one absent (Alderman Keller); motion carried.

Announcements:

Alderman Bauer said the carriage rides will be continuing downtown on Friday and Saturday and it went over very well. They are hoping to get an additional heat source while people are waiting on the carriage ride.

Mayor Goodman said the Arcade opened up and gave away free cookies and coffee on Saturday night.

Executive Session:

Alderman Welch moved to go into Executive Session under 5 ILCS 120/2(c)(l) Personnel and Alderman Bauer seconded it. City Clerk Mrs. Bateman called the roll call. There were seven ayes (Alderman Bauer, Alderman Hoefle, Alderman Hoinacki, Alderman Hom, Alderman Parrott, and Alderman Welch), zero nays, and one absent (Alderman Keller); motion carried.

The meeting adjourned at 7:39 p.m.

The meeting returned to regular session at 8:29 p.m.
