Minutes of a regular City Council Meeting held inthe Council Chambers of City Hall, Lincoln, IL, on Tuesday, January 16, 2018.

Mayor Goodman called the regular City Council Meeting to order at 7:01 p.m.

City Clerk Mrs. Bateman called the roll. There were seven Aldennen present (Alderman Bauer, Alderman Browne, Aldennan Hoefle, Alderman Hoinacki, Alderman Keller, Alderman Parrott (he arrived at ) and Alderman Welch) and one absent (Alderman Hom). Also present were Street Superintendent Mr. Landers, Police Chief Adams, American Water Manager Mr. Ferguson, City Safety and Building Officer Mr. Woodhall, and Fire Chief Miller. Also present were Mayor Goodman, City Attorney Mr. Blinn Bates, City Treasurer Mr. Conzo, City Clerk Mrs. Bateman, and Recording Secretary Mrs. Riggs.

Mayor Goodman led the Pledge of Allegiance.

Public Participation:

Mrs. Wanda Rohlfs was present to discuss the Police Ordinance and was concerned about the length of years and the cost to the City of Lincoln as well as the bond company and what their charges. She said she went through and only found two states who do this. She did not want to pay over $8,000,000.00 instead of the $3,300,000.00.

City Treasurer Mr. Conzo said the parameters set the amount of years which they will pay back and the amount of interest. They will not.know what the interest rates will be until the time the bond is ready to go as to what the interest rate will be.

Alderman Parrott moved to approve the Consent Agenda as read and Alderman Welch seconded it. Alderman Hoefle City Clerk Mrs. Bateman called the roll call. There were seven ayes (Alderman Bauer, Alderman Browne, Alderman Hoefle, Alderman Hoinacki, Alderman Keller, Alderman Parrott, and Alderman Welch), zero nays, and one absent (Alderman Hom); motion carried.

Ordinances and Resolutions:

 

An Ordinance #2018 - 872 authorizing and providing for the issuance of not to exceed

$3,300,000.00 aggregate principal amount General Obligation Boruls (Alternate Revenue Source), Series 2018 of the City of Lincoln, Logan County, Illinois, andfor the levy of a direct annual tax sufficient topay theprincipal of and interest on said bonds

An Ordinance #2018 -873 Adopting a Policy Prohibiting Sexual Harassment for the City of Lincoln, Illinois

 

Alderman Parrott moved to approve the Ordinance #2018-873 adopting a Policy Prohibiting Sexual Harassment for the City of Lincoln, Illinois and Alderman Browne seconded it. City Clerk Mrs. Bateman called the roll call. There were seven ayes (Alderman Bauer, Alderman Browne, Alderman Hoefle, Alderman Hoinacki, Alderman Keller, Alderman Parrott, and Alderman Welch), zero nays, and one absent (Alderman Hom); motion carried.

Bids:

Approval of bidfrom Jim Moody Excavating for the demolition and removal of the property at 1311 Broadway Street

 

Alderman Bauer moved to approve the bid from Jim Moody Excavating for the demolition and removal of the property at 1311 Broadway Street and Alderman Hoefle seconded it. City Clerk Mrs. Bateman called the roll call. There were seven ayes (Alderman Bauer, Alderman Browne, Alderman Hoefle, Alderman Hoinacki, Alderman Keller, Alderman Parrott, and Alderman Welch), zero nays, and one absent (Aldennan Hom); motion carried.

Alderman Bauer moved to approve the payment to The Farnsworth Group for MFT invoice

#194193 inthe amount of $33,118.70 and Alderman Hoinacki seconded it. City Clerk Mrs. Bateman called the roll call. There were seven ayes (Alderman Bauer, Alderman Browne, Alderman Hoefle, Alderman Hoinacki, Alderman Keller, Aldennan Parrott, and Alderman Welch), zero nays, and one absent (Alderman Hom); motion carried.

Announcements:

Alderman Welch said next week he wanted to discuss moving Rachel Shew to full time status. Mrs. Bateman is spending more hours and needs to have help.

Mrs. Bateman said she did have Rachel help her two days to get information for the FOAi requests. City Attorney Mr.Bates said they have 5 days inwhich to have the information to the person who requested the FOIA. This will be placed on the COW meeting for Tuesday, January 23, 2018.

Executive Session

There was no Executive Session held.

Alderman Welch moved to adjourn the meeting and Alderman Browne seconded it. City Clerk Mrs. Bateman called the roll call. There were seven ayes (Alderman Bauer, Alderman Browne, Alderman Hoefle, Alderman Hoinacki, Alderman Keller, Alderman Parrott, and Alderman Welch), zero nays,and one absent (Alderman Hom); motion carried.
