Electrical Aggregation
Section 1-92 of the Illinois Power Agency Act allows for the aggregation of electric load by municipalities and counties (i.e., government aggregation). This means a municipality or county can negotiate for the purchase of the combined electric supply of its residents and eligible small businesses.
The City of Lincoln is currently under an electric aggregation contract with Constellation. The contract covers the delivery period of June 2025 to June 2026 and guarantees a fixed rate of $0.10899 per kWh.
This is an "opt out" program that will automatically be on your bill, unless you exercise your choice not to use it and go with Ameren or any other program you may be using. Please note that if you choose to opt-out of the program, you will be unable to opt-in for a period of 12-months.
