Electrical Aggregation

Section 1-92 of the Illinois Power Agency Act allows for the aggregation of electric load by municipalities and counties (i.e., government aggregation). This means a municipality or county can negotiate for the purchase of the combined electric supply of its residents and eligible small businesses.


City Aggregation and Rates:

The City of Lincoln is currently under an electric aggregation contract with Direct Energy. The contract covers the delivery period of June 2026 to May 2027 and guarantees a fixed rate of $0.1276 per kWh.


This is an "opt-out" program that will automatically be on your bill, unless you exercise your choice not to use it and go with Ameren Illinois or any other program you may be using.  Please note that if you choose to opt-out of the program, you will be unable to opt-in for a period of 12-months.

Ameren Illinois Rates:

On October 1, 2026, Ameren will transition to non-summer rates which brings a lower rate, combined with a stepped pricing structure and expected reduction in energy usage in the fall months. Customers receiving electric supply from Ameren Illinois will see electric prices decrease from $0.11326/kWh to $0.10441/kWh for the first 800 kWh and all usage above 800 kWh will be $0.08262/kWh.


These rates will be in effect October 1, 2026 through May 31, 2027. 

Summer rates will begin June 1, 2027 and go through September 30, 2027.
